Item/Subject: Order, Authorizing the Police Department to Apply for up to $10,000 in
Grant Funds from the State of Maine Bureau of Highway Safety for the Purpose of
Increasing Seatbelt, Speed, and OUI Enforcement Efforts.

Commentary: The State of Maine Bureau of Highway Safety has grant funds available
to assist local and state law enforcement agencies with their seatbelt enforcement,
speed enforcement, and OUI enforcement efforts. The grant calls for stepped up
enforcement of seatbelt violations, typically for a two week period in May, and speed
enforcement and OUI enforcement during the summer months. The purpose of the
grants is to generate as many stops as possible for seatbelt, speed, inspection, red
light, OUI, etc., violations. The amount requested is $10,000. The grant funds are
available to provide overtime reimbursement as a means to increase enforcement
efforts related to the purpose of the respective grant. Grant funds will be distribution to
the City as reimbursement for expenses is requested.

RE: Bureau of Highway Safety Grants
The State of Maine Bureau of Highway Safety has grant funds available to assist local
and state law enforcement agencies with their seatbelt enforcement, speed enforcement,
and OUI enforcement efforts. The seatbelt enforcement grant calls for stepped up
enforcement of seatbelt violations, typically for a two week period in May, and the speed
enforcement and OUI enforcement grants allow for increased enforcement efforts during
the summer months. The purpose of the grants is to generate as many stops as possible
for seatbelt, speed, inspection, red light, OUI, etc., violations. Unlike prior years, the
three purpose areas have been combined into one grant application. The Police
Department would like to apply for up to $10,000 to provide overtime reimbursement as
a means to increase enforcement efforts related to the three purpose areas.
Although we may not apply for the full allowable amount under the grant, I request
authorization to apply for up to the maximum amount. Actual amounts for which we
apply will be determined as we complete the application process. The deadline for
application is April 16, 2010.
