Representing Customer Service Representatives and Part-time Ramp Attendants at Bangor
International Airport

Commentary: Labor negotiations with Customer Service Representatives and part-time Ramp
Attendants at Bangor International Airport have resulted in a Tentative Agreement between the
City and Union Negotiating Committees. This is the initial collective bargaining agreement for this
group of unionized employees. There are approximately 5 full-time and 7 part-time employees in
this Union. As this is the first contract, all of the contract articles and language is new. The parties
negotiated for over a year and, more recently, used the services of a State -assigned Mediator who
assisted the parties in reaching the Tentative Agreement.
The Agreement has been reached within the bargaining guidelines previously established by the
City Council. The Union has recently voted to ratify the proposed agreement, and it is now ready
for Council consideration. This has been reviewed in Executive Session with the Council, and it is
presented with the recommendation of the Management Negotiating Committee (Harry Courtois,
Rebecca Hupp, Tony Caruso, Kevin Kipler) and the Interim City Manager.

ORDERED, THAT the Interim City Manager is authorized to execute a collective
bargaining agreement between the City of Bangor and Maine State Employees
Association Service Employees International Union (MSEA-SEIU) representing full and
part-time Customer Service Representatives and part-time Ramp Attendants at Bangor
International Airport for a term of one-year commencing July 1, 2009 and ending June
30, 2010.
