Commentary:
The Bangor Police and Fire Departments use a mobile data terminal (MDT) system in emergency
vehicles. Several locations have been identified as supplemental Access Points to improve signals
in areas of poor coverage. The mobile data system has "deadspots" in coverage in the Capehart
neighborhood, as well as outer Broadway, Union Street and Finson Road. BHA is willing to lease
a parcel of land to the City on the corner of Davis Road and Ohio Street sufficient for the con-
struction and operation of a communications tower, a good location to deal with the
"deadspots".
This Order will authorize execution of a fifty year lease at no rent. Funding for the project is
provided through a Bangor Police Department grant accepted by the City Council in September
2009. The estimated project total is $41,200.
The Government Operations Committee has reviewed this matter and recommends approval.

CITY OF BANGOR
(TITLE.) ORDER, Authorizing Execution of a Lease with Bangor Housing Authority — Davis
Road Communications Tower
WHEREAS, the Bangor Police and Fire Departments use a mobile data terminal (MDT) system in
emergency vehicles; and
WHEREAS, several locations have been identified as supplemental Access Points to improve
signals in areas of poor coverage; and
WHEREAS, the mobile data system has "deadspots" in coverage in the Capehart neighborhood,
as well as outer Broadway, Union Street and Finson Road; and
WHEREAS, the Bangor Housing Authority (BHA) owns land on the corner of the Davis Road and
Ohio Street, a good location for a communications tower in order to deal with the
"deadspots"; and
WHEREAS, BHA is willing to lease a parcel of land to the City on the corner of Davis Road and
Ohio Street sufficient for the construction and operation of a communications tower.
By the City Council of the City of Bangor.
ORDERED,
THAT Robert Farrar, Interim City Manager of the City of Bangor, is hereby authorized on behalf
of the City of Bangor to execute a lease with the Bangor Housing Authority for a parcel of land
at the corner of Davis Road and Ohio Street for the construction of a communications tower.
Said lease shall be for no rent and for fifty years. The lease shall be in a final form acceptable
to the City Solicitor or Assistant City Solicitor.
