Item/Subject: Order, Authorizing the Parks and Recreation Department to Assist Bangor Area
Regional K -9's to Establish a Dog Park
Responsible Department: Parks and Recreation
Commentary: For a number of years, there has been interest in establishing a dog park in
Bangor. More recently, a citizen group (Bangor Area Regional K -9's) expressed an interest in
partnering with the City on this project. The group is willing to begin a fundraising effort to provide
the materials and supplies to construct the dog park while the City works toward identifying a
preferred location.
The attached Council Order authorizes the Parks and Recreation Department to continue to work
with this organization, and outlines the terms and conditions of the fundraising effort. This effort is
similar in nature to the recent fundraising effort by a citizen's group regarding the restoration of the
Paul Bunyan Statue.
This has been discussed at two Government Operations Committee meetings. At the last meeting,
the Committee voted unanimously to recommend approval of this Order to the City Council,

CITY OF BANGOR
(TITLE.) ORDER, Authorizing the Parks and Recreation Department to Proceed with the Bangor Area
Regional K -9's effort to Establish a Dog Park
BY THE CITY COUNCIL OF THE CITY OF BANGOR, BE IT ORDERED, THAT:
1. The Parks and Recreation Department is hereby authorized to proceed with the Bangor
Area Regional K-9 dog park project; and
2. If necessary, fundraising efforts to assist with the costs of the project are hereby
authorized, and the Finance Director is hereby authorized to accept such donations; and
3. The Parks and Recreation Director or his designee is authorized to work with those
volunteers/individuals involved with this project to complete the work intended including
incidental use of Department funds, materials, supplies, and City equipment; and
4. The Finance Director shall establish such procedures as she deems necessary to insure that
any donated funds, goods, or services that are eligible for a tax deduction are
appropriately received and accounted for and are used specifically for the purpose
intended by the donors.

MEMORANDUM
TO: Government Operations Committee

DATE: February 17, 2010
At at a recent Government Operations Committee meeting, a citizen group came to the
committee to discuss the concept of a dog park. The group, known as Bangor Area
Regional -K-9's asked to partner with the City to make this concept a reality. They are
prepared to start the fundraising process while the city attempts to identify a possible
location(s). Staff indicated we are willing to work with this group to continue to move the
concept forward. We asked for your approval to continue to work with this citizens
group and to assist them in developing a fundraising campaign. Additionally we asked
the committee to authorize staff to prepare a council order outlining the terms and
conditions of the fundraising effort. The approach would be similar to our Paul Bunyan
fundraising effort for that renovation project this past spring. It was our intent that Staff
would assist them in developing a design, identifying the minimum requirements needed
for a dog park, and assisting in the development of a fundraising campaign.
Staff has prepared a draft of the order which would formally approve City staff working
with this group of citizens to continue to discuss the concept of a dog park. A draft of
the order included in your meeting materials.
We are seeking your approval of the draft of the order which will be moved forward to
the full council. I will be at the meeting to discuss this and answer any questions you
may have.
