Wheeler for Secretly Recording a Conversation with City Staff Responsible Department: Legal Commentary: Last week, Councilor Hal Wheeler secretly recorded a conversation between himself and Bob Farrar, Deb Cyr, and Norm Heitmann, the Interim City Manager, Finance Director, and City Solicitor respectively. This order censures the Councilor for his action. Wheeler for Secretly Recording a Conversation with City Staff WHEREAS, on February 3, 2010, City Councilor Harold A. Wheeler met with the Interim City Manager, City Finance Director, and City Solicitor; and WHEREAS, Councilor Wheeler had requested that this meeting take place; and WHEREAS, unbeknownst to any of the others present, Councilor Wheeler recorded the meeting with a tape recorder concealed on his person; and WHEREAS, Councilor Wheeler's action failed to comport with the standards of behavior and rectitude generally expected of a City Councilor and, moreover, put an unnecessary and harmful strain on the relationship between City staff and a member of the City Council, thereby conflicting with the best interests of the City of Bangor: BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT City Councilor Harold A. Wheeler is hereby formally censured for secretly recording a conversation with City employees.
