Item/Subject: ORDER, Grant Request from the Bangor Symphony Orchestra for Partial Funding of
the 2009-2010 Season

Commentary: The City Council has desipnated the Commission on Cultural Development to review
grant applications to the City from arts arld-cultural organiz ions and recommend a course of action
to the City Council for its review and consideration.
The Bangor Symphony Orchestra submitted an application for $20,000 in partial support of the 2009-
2010 season. Total anticipated operating expenses for 2009-2010 season will be $639,420.00. The
request is for cash funding of $20,000 for general operating support. The Bangor Symphony
Orchestra has already raised $135,067.28 of their $196,730.00 fundraising goal for the 2009-2010
season from annual fund, corporate sponsors and foundations.
The Commission noted in its review process that the project met all funding criteria and that the
application was complete. The Commission further noted that the benefits of the Bangor Symphony
Orchestra are recognized by the community and have been for 114 years. Commission members
recognize the innovative and collaborative cost saving measures which the Bangor Symphony
Orchestra has undertaken recently that has cut $200,000.00 from the budget. Commission members
agreed that Cultural outreach has more importance than ever and sponsorships will be much more
difficult to acquire in these economic times.
The Council appropriation to the Commission on Cultural Development for FY 2010 was $85,000 and
with an $11,950 carry over from FY 2009, made a total of $96,950 available this year. The Council
has approved grants of $25,000 to the Penobscot Theater for the production of Spunk and $2,000 for
the Downtown Countdown, leaving $79,950 remaining available.
The Commission voted to recommend to the City Council that the City Council approve a grant in the
amount of $20,000.00.

(TITLE.) ORDER, Grant Request from the Bangor Symphony Orchestra for Partial Funding
of the 2009-2010 Season
WHEREAS, the Commission on Cultural Development's mission is to promote the
development of Bangor as a regional arts center that nurtures the artistic and
cultural expression of its diverse peoples; and
WHEREAS, the total expenditures for such purposes shall not exceed the annual appropriation
therefor, together with such gifts as may be placed at the disposal of the
Commission; and
WHEREAS, the Commission is authorized to review grant applications from arts and cultural
organizations and recommend a course of action to the City Council for its review
and consideration; and
WHEREAS, the Bangor Symphony Orchestra submitted an application for $20,000 in partial
support of a $639,420 production of the 2009-2010 performance season; and
WHEREAS, the Commission noted in its review that the project met all funding criteria and the
application was complete; and
WHEREAS, the Commission noted that the benefits of the Bangor Symphony Orchestra to the
community for the past 114 years; and
WHEREAS, the Bangor Symphony Orchestra is seeking, from other sources, funding that
would more than match its request from the City; and
WHEREAS, the Commission recognizes the innovative cost saving measures which the Bangor
Symphony Orchestra has engaged in, reducing the budget by $200,000; and
WHEREAS, the Commission members agreed that Cultural outreach has more importance than
ever and sponsorships will be much more difficult to acquire in these economic
times:
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT
A grant in the amount of $20,000 to the Bangor Symphony Orchestra is hereby authorized for
the 2009-2010 performance season.
