Item/Subject: Order, Authorizing the Airport to Enter into a Contract with Hoyle Tanner and
Associates for Professional Services For Passenger Facility Charge Application and
Projects.

Commentary:
As authorized by the FAA, the Airport charges a Passenger Facility Charge (PFC) for passengers using
the Bangor International Airport. The Airport is completing its current PFC project and, in order to
continue to receive PFC funds, the Airport must complete a new PFC application. This project will include
developing a financial plan and project justification; meeting with airline tenants and submitting the
official application to the FAA; developing a terminal improvements master plan; and assessing potential
areas of improvement to the terminal building, including an assessment of cost, functional benefit, and
phasing. HTA has partnered with several local companies on this project including Carpenter and
Associates, CES, and SW Cole. The total cost of this contract will not exceed $466,800.

CITY OF BANGOR
(TITLE.) Order, Authorizing the Airport to Enter into a Contract with Hoyle Tanner and
Associates for Professional Services For Passenger Facility Charge Application and
Projects.
WHEREAS, the Airport charges a Passenger Facility Charge (PFC) for passengers using the
Bangor International Airport, and this per passenger fee is collected by the
airlines and remitted to the Airport; and
WHEREAS, the Airport is completing its current PFC project which consisted of
reconstructing a portion of the aircraft parking apron and is beginning the
process of submitting its next application; and
WHEREAS, in order to continue to receive PFC funds, the Airport must submit a new PFC
application to the FAA for approval; and
WHEREAS, this project will include developing a financial plan and project justification,
meeting with airline tenants, assessing potential areas of improvement to the
terminal building, including an assessment of cost, functional benefit, and
phasing; and
WHEREAS, this item will be paid for through the Airport Passenger Facility Charge Program;
NOW, THEREFORE, BE IT ORDERED BY THE MY COUNCIL OF THE CITY OF
BANGOR, That
the Airport is authorized to enter into a contract with Hoyle Tanner and Associates for
professional services services for the preparation of the Passenger Facility Charge Application
and architectural/engineering design of future terminal building renovations in an amount not
to exceed $466,800
