Commentary:
Three seats on the nine member Board of Directors for the Municipal Review Committee become vacant
annually, and participating MRC Charter communities nominate and elect successor Directors. Each
Charter community is entitled to vote for one candidate. The MRC is charged with various oversight
responsibilities including representing municipal interests regarding the Penobscot Energy Recovery
Company (PERC) Waste -to -Energy facility in Orrington. As of this time, Charter municipalities
collectively own approximately 25% of the facility's limited partnership shares and thus have a financial
stake in its sound operation.
This year, there are the three expiring three-year Board seats, and one one-year seat due to a
resignation. Those nominated are four incumbents: John Chisholm of Levant, Greg Brown of Waterville,
Elery Keene of Winslow, and Robert Farrar of Bangor. The three-year terms commence January 1, 2010
and expire December 31, 2013.
This Order would direct that Bangor's ballot be cast for Robert Farrar and authorizes the City Clerk to
submit the ballot to the Municipal Review Committee.

Each year, charter member municipalities have an opportunity to elect individuals to
serve on the MRC Board of Directors. The MRC has certain oversight responsibilities
regarding the Penobscot Energy Recovery Company (PERC) Waste to Energy Facility in
Orrington, including monitoring and administering various contractual and financial
arrangements between PERC, its owners, and well over 100 participating communities.
The Board is also responsible for approximately $35 million in assets that collectively
belong to equity charter communities.
The Board consists of 9 directors in total, each serving three years terms. This year,
the three-year terms of John Chisholm (Levant), Greg Brown (Waterville) and Robert
Farrar (Bangor) expire. Additionally, a one-year term held by Elery Keene of Winslow
expires and will need to be filled again. (This vacancy was created by a resignation in
2008). Background information on all four candidates is attached. I have served on
the MRC since the early 1990's and presently hold the position of Treasurer and Chair of
the Finance Committee. A complete listing of all candidates and their biographies is
attached.
This has been placed on the Finance Committee agenda due to the need for
Committee/Council action prior to the ballot return date of December 8th. Staff
recommendation is that the City cast its ballot for Bob Farrar, which enables Bangor to
continue to have direct representation on the MRC Board.

RE: MRC Board of Directors Election Ballot
Please find enclosed a MRC Board of Directors election ballot. Ballots cast in this
election will determine the election of three (3) Directors to serve on the MRC Board of
Directors for three-year terms from January 1, 2010 through December 31, 2012 and (1)
one Director to fill a vacancy from January 1, 2010 through December 31, 2010.
Biographical descriptions of the candidates, as provided by the candidates, are also
enclosed for your information.
Ballots must be returned to MRC by 5:00 pm, December 8, 2009. A self-addressed,
stamped envelope is enclosed for your convenience.
The election results will be read at the MRC Annual Meeting held on December 9, 2009.
The annual meeting will be held at the Hampden Municipal Building beginning at 5:00
PM.
Note: Votes must be cast for one candidate only.

Biography for Greg Brown
Greg Brown is a native of Caribou Maine, a graduate of (UM) ('80), and a Licensed Professional
Engineer in Maine. He has been employed by the City of Waterville as City Engineer for 12
years. Prior to his position with Waterville, he was employed for 20 years in the private sector
split between consulting and construction.
Greg has been a Director of the MRC since January 2001. He was elected as Vice President of
the MRC Board in January 2009.
Greg is dedicated to crafting a long term agreement between the MRC and its PERC partners that
outlives the current 2018 contracts. This effort will require a thorough understanding of
municipal solid waste issues as well as institutional memory and creativity.
The benefits of a renewed agreement will be continued cost effective and environmentally sound
solid waste management for all MRC member communities.

Biography for Elery Keene
Elery has lived in Winslow since January, 1970. He has been a member of the Winslow Planning
Board since 1971. He was employed as Executive Director of the Kennebec Valley Council of
Governments from November, 1969 through June of 2001. He has been a member of the PERC
Municipal Review Committee since 1987, except for a one or two year period in the 1990's. He
has a Bachelor's and Master's degree in civil engineering form the University of Maine and a
Master's degree in Urban and Regional Planning from the University of Wisconsin. He has
worked with municipalities in the Kennebec valley region on solid waste management issues
since 1970.
