Item/Subject: Ordinance, Amending Chapter 291, Vehicles and Traffic – Section 291-37 and
Section 291-39 -- Time Limits for Handicapped Parking.

Commentary:
Historically, the police department has allowed vehicles with handicapped registration plates or
placards to park for twice the proscribed time limit before issuing a parking ticket. This is done
regardless of whether or not the vehicle is in a handicapped parking space. This recognizes that
some people with disabilities may have mobility issues and is designed to give them more time
to get to and from their destination.
This Ordinance amendment will make that policy part of the City's parking ordinances.

— Time Limits for Handicapped Parking
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT Chapter
291 of the Code of the City of Bangor is hereby amended as follow:
§291-37. General provisions.

(1) Violation waiver policy.
(a) Within the Downtown Parking Management Area, it shall be the policy of the City of Bangor to
waive any parking ticket issued for hourly parking violations under § 291-39 of this chapter, provided
that the individual or vehicle concerned has not been cited for a previous parking violation under
§ 291-39 within 120 days prior to the ticket date. The Parking Enforcement Division shall notify the
individual concerned whenever a parking ticket has been waived under this policy.
b Within the Downtown Parking Management District it shall be the Roligy of the City of Bangor
to allow vehicles with valid handicapped parking plates or placards, properly displayed, to park for
twice the amount of the time otherwise permitted.

§291-39. Parking prohibited except for limited times.
It shall be unlawful and in violation of this article for any person:

E. Handicalped parking - It shall be the polio of the City of Bangor to allow vehicles with valid
handicapped parking Dlates or Dlacards, properly diSDlaved, to Dark for twice the amount of the time
