Item/Subject: ORDER, Accepting Proposed Memorial Plaque for Willard Carleton Orr
Responsible Department: Community and Economic Development
Commentary:
The City Council has designated the Commission on Cultural Development to review public art and
monument proposals in accordance with the Public Art and Monuments Policy and make a
recommendation on accepting and locating them to the Bangor City Council, which has the sole
authority to adopt, reject, or revise any such recommendation.
Bangor residents requested a Plaque be mounted on the Pedestrian Walkway in the Kenduskeag
Plaza for Willard Carleton Orr who was a Bangor citizen and the only Maine resident to be killed
during Japan's attack on U.S. military facilities in the Hawaiian Islands on December 7, 1941.
The Commission for Cultural Development is recommending that the City Council approve and accept
this memorial to Willard Carleton Orr and recommend that, if possible, this be funded (at least in
part) by an outside Veterans organization or Orr family members.
