Responsible Department: Airport Commentary: The airport Is requesting authorization to accept and appropriate a grant in the amount of $1,689,163 from the Federal Aviation Administration and $93,843 from the Maine Department of Transportation under the Airport Improvement Plan (AIP) program, grant # 58 for the canal fill wildlife abatement project for filling of the canal. A wildlife hazard assessment conducted by the Airport Identified the canal located by the helicopter pad as a significant safety hazard to aircraft due to the fact that It attracts as many of 800-1200 ducks year round. Several attempts have been made in the past to eliminate the hazard but have been unsuccessful. If approved, this grant will fund the construction and fill of a canal, located by the helicopter pad at the airport. There have been environmental studies and assessments completed in the canal and this will not create any negative environmental concerns or issues and has been approved by all regulatory agencies.This project is included in BGWs FAA approved five-year Capital Improvement Plan (CIP). This grant will fund 90% of the project with the additional 5% coming from the State and 5% coming from the airport. WHEREAS, The City's applications to the Federal Aviation Administration and the Maine Department of Transportation for Airport Improvement Project grant funds for this project at Bangor International Airport have been accepted, and the Federal Aviation Administratrion and the State of Maine have agreed to provide the funding; and WHEREAS, This project is included in the airports FAA approved five-year Capital Improvement Plan (CIP); and WHEREAS, Federal funds will cover 90% of the cost of the project with an additional 5.0% coming from the State of Maine and 5.0% from the Airport. BE ITRESOLVEDBYTNECITYCOUNCM OFTNECITY OFBANGOR, THAT the City Manager or Airport Director is hereby authorized to accept the grants from the Federal Aviation Administration and the Maine Department of Transportation in the amount of $1,783,006 under the Airport Improvement Plan (AIP) program, Grant # 58 for the canal fill wildlife abatement project; and BE IT FURTHER RESOLVED THAT There is hereby appropriated within the Airport Fund the amount of $1,783,006 recognizing this federal grant fund to be used for this project. The City Finance Director is hereby authorized to place this amount within the appropriate accounts.
