Item/Subject: Resolve, Accepting and Appropriating $3,200,000 in passenger facility charges (PFC's)
through the Federal Aviation Administration (FAA) for two projects at the Bangor International Airport.
These projects involve an electrical upgrade of the domestic and international terminals for $669,406
and a domestic terminal renovation project for $2,530,594.

Commentary: The Airport is requesting authorization to accept and appropriate $3,200,000 in
passenger facility charges (PFC's) through the Federal Aviation Administration (FAA) for two projects at
the Bangor International Airport. The Passenger Facility Charge (PFQ Program allows the collection of
PFC fees up to $4.50 for every enplaned passenger at commercial airports controlled by public agencies.
Airports use these fees to fund FAA -approved projects that enhance safety, security, or capacity; reduce
noise; or increase air carrier competition. The first project involves an electrical upgrade of the domestic
and international terminals for $669,406 which includes upgrades to the primary underground service
and the international terminal generator. This also includes accommodations to comply with the National
Electric Code. The second project is the domestic terminal renovation for $2,530,594 for the design and
construction of high priority upgrades to the existing domestic terminal which will improve passenger
flow, better utilize existing lower level terminal space and improve the energy efficiency of the building.

WHEREAS, The Bangor International Airport was notified by the FAA that the airport's passenger facility
charge (PFC) application was approved; and
WHEREAS, The Passenger Facility Charge (PFC) Program allows the collection of PFC fees up to $4.50
for every enplaned passenger at commercial airports controlled by public agencies and
airports use these fees to fund FAA -approved projects that enhance safety, security, or
capacity; and
WHEREAS, The first project involves an electrical upgrade of the domestic and international terminals for
$669,406 which includes upgrades to the primary underground service and the international
terminal generator. This also includes accommodations to comply with the National Electric
Code; and
WHEREAS, The second project is the domestic terminal renovation for $2,530,594 for the design and

WHEREAS, The objective of the project is to enhance airport capacity, capabilities and service.

The City Manager is hereby authorized to accept the passenger facility charges from the Federal Aviation
Administration in the amount of $3,200,000 for the electrical upgrades of the domestic and international
terminals for $669,406 and for the domestic terminal renovation project for $2,530,594 at the Bangor
International Airport; and
BE IT FURTHER RESOLVED THAT
There is hereby appropriated within the Airport Fund the amount of $3,200,000 recognizing these funds
to be used for these projects. The City Finance Director is hereby authorized to place these amounts
within the appropriate accounts.
