Commentary: This ordinance amendment will increase the fee for a taxicab license by $5.00
to cover the cost of printing and supplying of taxi meter seals to the Sealer of Weights and
Measures. Historically the Code Enforcement Office provided these seals to the Sealer of Weights
and Measures at no charge and received no revenue to offset the printing cost. The seal is part
of the license requirement of the Code of the City of Bangor and for that reason has been
supplied to the Sealer of Weights and Measures by the City at no charge. Since the Code
Enforcement Office is not involved with the issuance of taxicab licenses, it made sense to have
the City Clerk's office supply the stickers as the office issues the licenses. The proposed fee
increase will create revenue for the City Clerk's office to offset the cost of printing. The State of
Maine sets the amount of the fee which the Sealer of Weights and Measures is allowed to charge
for inspections. He is unable to increase his fee to cover the cost of these seals. This ordinance
change will pass on the cost of the seal to the taxicab owner.

ORDINANCE, Amending Chapter 85 Business Licenses, of the Code of the City of Bangor, By
Increasing the Fee for Taxicab License
WHEREAS, the Chapter 278 Taxicabs, of the Code of the City of Bangor, requires that all taxicab
taximeters be tested, approved and sealed by the Sealer of Weights and Measures each year; and
WHEREAS, the City of Bangor supplies the Sealer of Weights and Measurer the seals for the
taximeters, and
WHEREAS, the Code Enforcement Office has in the past supplied these seals at no charge to the
Sealer of Weights and Measures, and
WHEREAS, the fee that the Sealer of Weights and Measures may charge is set by the State of Maine
so that he cannot increase his fee to cover the cost of printing, and,
WHEREAS, the purpose of increasing the Taxicab License fee is to cover the cost of printing the seals.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 85 of the Code of the Cityof Bangor be amended as follows:
§ 85-4. Fees. [Amended 4-27-1987 by Ord. No. 87-1421
It is the intent and purpose of this section to establish fees which shall bear a reasonable relationship
to the costs incurred by the city in the administration and enforcement of this chapter, other
applicable city ordinances and state statutes.
A. To accomplish such purposes:
(1) All fees and charges for licenses or permits shall be paid in advance at the time of
application therefor to the City Clerk.
(2) All fees submitted shall be retained by the City Clerk regardless of whether said
license or permit is issued
B. The fees to be charged for such licenses and permits shall be as follows (increased by
rounding off to the nearest dollar for computation purposes): [Amended 4-24-1989 by Ord.
