HomeMy WebLinkAbout2013-08-26 13-294 ORDERCOUNCIL ACTION Item No. 13-234 Date: August 26, 2013 Item/Subject: Order, Establishing a Fund for the Acceptance of Donations and Authorizing Solicitation for the Optional Cultural Investment Fund Responsible Department: Community and Economic Development Commentary: This Order will create a fund and authorize solicitation of donations for the Optional Cultural Investment Fund. The donations to the fund will be invested by the Commission for Cultural Development using its existing guidelines and procedures. The City Council will retain the ability to review all funding recommendations from the Commission. An optional, or opt -in, form will be sent along with the City's sewer bills. Further marketing and outreach by the Commission will occur. This was reviewed and recommended for approval by the Finance Committee at its August 19, 2013 meeting. Order, Establishing a Fund for the Acceptance of Donations and Authorizing Solicitation for the Optional Cultural Investment Fund WHEREAS, Bangor is currently in the midst of a notable cultural and economic expansion; and WHEREAS, the Commission for Cultural Development has requested the development of an Optional Cultural Fund to continue the growth of the City's cultural economy; and WHEREAS, the Fund would be an opt -in form included with the -City's sewer bills; and WHEREAS, the City of Bangor's Code of Ethics prohibits the solicitation of funds for the benefit of the City or in support of City programs by the City Council or city employees, except as may be expressly authorized by Council Ordinance or Order. BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT: 1. A fund is hereby created for the purpose of accepting donations for the Optional Cultural Investment Fund; 2. The Finance Director is authorized to take any necessary action to establish said fund, and to account for and disperse said donations for the purposes outlined in this Order; 3. City Council and City Staff are authorized, pursuant to Section 33-9.1 of the Code of the City of Bangor to solicit funds in accordance with this Order for the Optional Cultural Investment Fund; 4. The City Council Chair and City Manager shall identify the person(s) who shall be authorized to participate in any such solicitation efforts; and 5. The donations to the Fund shall be invested into the community by the Commission for Cultural Development using its existing guidelines and procedures. IN CITY COUNCIL August 26, 2013 Motion made and seconded for Passage Pass C TY CLE 13-294 AUGUST 26, 2013 Optional Cultural Investment Fund Bangor is currently in the midst of a notable cultural and economic expansion. Arguably, the catalyst for this economic growth, particularly in the city's Downtown area, has been the Waterfront revitalization project, coupled with private sector investment as well the growing cluster of museums, performance art venues and other cultural organizations and activities. In an effort to assist this expansion and ensure that Bangor is one of the most pleasant and exciting places to live, the City is implementing a new "Optional Cultural Investment Fund" supported by citizens' voluntary donations. The entirety of these donations will go to the Commission for Cultural Development and will benefit projects focusing on promoting arts and culture in the City. Since 2005, the Commission has funded initiatives and organizations like the American Folk Festival, The Penobscot Theatre, the Downtown Countdown, the Bangor Book Festival, the Maine Discovery Museum and many more. The Commission meets on the 2"d Thursday of the month at 8:30am at City Hall. The public is encouraged to attend and be an active part of the City's cultural growth.
