the City of Bangor and the United States of America

Commentary:
This Order will authorize the City Manager to execute a Joint Use Agreement between Bangor
and the United States Government for Snow and Ice Removal and Aircraft Rescue and
Firefighting services. The City of Bangor and the United States of America have had a shared
use of Bangor International Airport since the closing of Dow Air Force Base. The City and the
United States have historically had an agreement known as the Airport Joint Use Agreement
(AJUA) that provides for the rights and responsibilities of each party at the airport. Under the
AJUA each party provides valuable services to the other including the aircraft rescue and
firefighting services provided by the 101` Air Refueling Wing and snow removal and grounds
maintenance provided by the City of Bangor. The AJUA also includes a provision for the
associated agreements for Snow and Ice Removal plan and the Memorandum of Agreement for
Aircraft Rescue and Firefighting (ARFF) services. This was reviewed and recommended for
approval by the Airport Committee meeting at its May 14th meeting.

(TITLE.) ORDER, Authorizing the Execution of Airport Joint Use Agreement Between the
City of Bangor and the United States of America
WHEREAS, the City of Bangor and the Unified States of America have a shared use of Bangor
International Airport; and
WHEREAS, the City of Bangor and the Unified States of America have historically had an
agreement known as the Airport Joint Use Agreement (AJUA) that provides for the rights and
responsibilities of each party; and
WHEREAS, under the AJUA each party provides valuable services to the other including the
aircraft rescue and firefighting services provided by the 101st Air Refueling Wing and snow
removal and grounds maintenance provided by the City of Bangor; and
WHEREAS, the A]UA also includes provisions for the associated agreements for Snow and Ice
Removal plan and the Memorandum of Agreement for Aircraft Rescue and Firefighting (ARFF)
services; and
WHEREAS, it is in the best interests of the City to continue to have an Airport Joint Use
Agreement with the Unified States of America, including a Snow and Ice Removal Plan and
Aircraft Rescue and Firefighting.

ORDERED,
THAT Catherine M. Conlow, City Manager, is hereby authorized on behalf of the City of Bangor,
to execute an Airport Joint Use Agreement and the associated agreements for the Snow and Ice
Removal plan and the Memorandum of Agreement for Aircraft Rescue and Firefighting services.
Said Agreements shall be substantially the same form as attached hereto and in a final form as
approved by the City Solicitor or Assistant City Solicitor.
