A typical bird feeder or similar arrangement would not be affected by this ordinance. Residents on Drew Lane have expressed concern about the attraction of animals, and in particular birds, by the placing of large amounts of grain and other food on the ground. This can present a health, safety, and welfare concern, in the form of unsanitary conditions, large concentrations of wild animals, and noise and other disturbance. Violation of the enforcement provision with this ordinance requires a minimum fine of $50 for the first offense, $100 for the second, and $200 for the third and subsequent offense within a year of previous violations. As these are minimums, greater fines can be assessed if necessary. The Government Operations Committee recommended approval of this ordinance on May 20, 2013.
