Item/Subject: Order, Approving the City of Bangor's Comprehensive Plan 2012

Commentary:
The City Council created a Special Committee on Comprehensive Planning in 2008 to
develop a Policy Plan to guide land use and development decisions of the City. On
March 12, 2012 the City Council voted 8 to 1 to adopt the Plan. Subsequently, on June
20, 2012, the City Planning Office received comments from the State Planning Office
that the City's 2010 Comprehensive Plan should address additional items to be deemed
consistent with the Growth Management Act. The City resubmitted a Comprehensive
Plan 2012 which contained the items requested from the State. On November 19, 2012
the City received notice from the Department of Agriculture, Conservation & Forestry
that the Comprehensive Plan 2012 was deemed consistent with the Growth
Management Law. The Planning Board held a Public Hearing on March 5, 2013 and
voted to adopt the plan and recommend that the City Council approve it as well.

(TITLE.) ORDER, Approving the City of Bangor's Comprehensive Plan 2012
By the Oty Coundl of the Oty of Banqw.
ORDERED,
WHEREAS, the City Council of the City of Bangor adopted the Comprehensive
Plan 2005 Update on June 10, 2006 by Council Order 06-264 which was also approved
by the State Planning Office on November 3, 2006 and deemed consistent with the
State's Growth Management Law; and
WHEREAS, on April 14, 2008, the City Council established a "Special Committee
on Comprehensive Planning," a fourteen member committee made up of a cross
section of the City representing various committees and boards, and directed it to
review the 2005 Plan and to develop a new 2010 plan; and
WHEREAS, on June 20, 2012, the City received comments from the State
Planning Office that the City's 2010 Comprehensvie Plan should address some additional
items in order to be deemed consistent with the Growth Management Act. The 2010
Comprehensive Plan was revised to address the State's concerns and the
Comprehensive Plan 2012 was submitted to the State Department of Agriculture,
Conservation & Forestry.
WHEREAS, on November 19, 2012 the City received comments from the State
Department of Agriculture, .Conservation & Forestry that the City's 2012 Comrpehensive
Plan was deemed consistent with the Growth Management Law.
NOW, THEREFORE, BE IT ORDERED THAT the City Council adopt the City of
Bangor's Comprehensive Plan 2012.
