HomeMy WebLinkAbout2013-04-08 13-126 ORDERCOUNCIL ACTION Item No.? 13-126 J Date: Item/Subject: ORDER, Directing the City Clerk to Prepare Warrants and Ballots — Special Municipal Election — June 18, 2013 Responsible Department: City Clerk Commentary: This special election will consist of three ballot referendum questions: The first is the school budget validation election following the approval of the School Budget by the School Committee and the City Council. In accordance with state law, this election must be held within 30 days of the final Council approval and prior to the beginning of the next fiscal year on July 1st. The second question is for voters to consider continued use of the budget validation referendum process. This question must be placed before the voters every three years. A vote to discontinue the process ends its use beginning with the following budget year and prohibits reconsideration for at least three years. The third ballot question is bonding for the library roof repair. This Order will set the election date for June 18, 2013, and the form of the questions which are set by state law and city ordinance. Order, Directing the City Clerk to Prepare Warrants and Ballots — Special Municipal Election — June 18, 2013 By the City Council of the City of Bangor. ORDERED, THAT That the City Clerk is hereby directed to prepare the necessary warrants and ballots for a Special Municipal Election to be held on June 18, 2013 for the purpose of validating the Fiscal Year 2014 school budget, consideration of the continued use of the budget validation referendum process and consideration of bonding for library roof repairs. Said warrant shall be issued by Council Chair Durgin, acting on behalf of the City Council; and BET IT FURTHER ORDERED THAT The questions to be submitted to the voters shall be in the following form: Question 1: "Do you favor approving the Bangor School Department budget for the upcoming school year that was adopted at the latest regional school unit budget meeting and that includes locally raised funds that exceed the required local contribution as described in the Essential Programs and Services Funding Act?" Yes No A YES vote allows additional funds to be raised for K-12 public education. A NO vote means additional funds cannot be raised for K-12 public education. Question 2: "Do you wish to continue the budget referendum process for the Bangor School Department for an additional three years?" Yes No A YES vote will require the City of Bangor to continue a referendum to validate its annual school budget for the next three years. IN CITY COUNCIL April d, 2013 Motion made and seconded for Passage Passed w. 13-126 APRIL 89 2013 A NO vote will discontinue the budget validation referendum for the annual school budget for at least three years and provided instead that the annual school budget shall be finally adopted at a meeting of the Bangor City Council. Question 3: "Shall the Order "Authorizing a $3,000,000 Bond Issue to Repair the Bangor Public Library Roof" be approved?" Yes No A YES vote will ratify the Council Order authorizing borrowing. A NO vote will override the Council Order authorizing borrowing provided there is sufficient voter turnout as provided by the City Charter.
