Item/Subject: Order, Authorizing the City Manager to Accept and Appropriate VetCorps
Funding from the Maine Office of Substance Abuse and Mental Health Services

Commentary: The Maine Office of Substance Abuse and Mental Health Services (SAMHS) has
asked the City of Bangor to be the fiscal agent for a Bangor -based VetCorps position. SAMHS would
add $6,000 per year for three years to the existing Bangor Region Public Health and Wellness, a
Healthy Maine Partnership CDC -154 Expanded Services Grant to pay for the position which would be
housed and supervised by the Maine National Guard.
The VetCorps project is conducted by the Community Anti -Drug Coalitions of America (CADCA) in
partnership with the National Guard Bureau's Prevention, Treatment and Outreach (PTO) Program
with funding assistance from the Corporation for National Community Service (CNCS). CADCA
would recruit AmeriCorps members, particularly veterans, including inactive National Guard and
Reserve members.
The VetCorps Prevention Coordinator would help our community to better serve the needs of
military service members and their families. He/she would be a member of the City of Bangor Public
Health Advisory Board Substance Abuse Prevention Task Force.

BE IT ORDERED THAT: the City Manager is hereby authorized and directed to execute an
amendment to an existing Maine Office of Substance Abuse and Mental Health Services grant
in the amount of $6,000 per year for a three year period.
The Maine Office of Substance Abuse and Mental Health Services has requested that the City
act as the fiscal agent for a VetCorps project conducted by the Community Anti -Drug Coalitions
of America (CADCA) in partnership with the National Guard Bureau's Prevention, Treatment
and Outreach (PTO) Program with funding assistance from the Corporation for National
Community Service (CNCS).
