Item/Subject: Order, Authorizing the City Manager to Apply for a Grant from the
Corporation for National and Community Service- AmeriCorps: Governor's and
Mayor's Initiative.

Commentary: The City of Bangor would partner with Eastern Maine Community College to
submit a proposal for 15-20 AmeriCorps members to serve in Bangor for a three-year period,
starting in July 2013, with the potential for renewal for two (2) additional three-year grants. For
this funding opportunity the Governor must apply with one Mayor and a minimum of two
nonprofits that are best able to achieve a demonstrated positive impact on economic opportunity
in Bangor.
Eastern Maine Community College has agreed to be the fiscal agent and to provide coordination
and supervision of the AmeriCorps host sites in Bangor. The Health and Community Services
Department would work in close collaboration with EMCC to align the activities of the
AmeriCorps initiative with the needs and goals of the City of Bangor, as represented by its
Mayor.
The budget for the three-year proposal is based on a projection of the number of AmeriCorps
positions and the costs associated with providing living allowances, education awards, and
training. Host sites would provide in-kind services including AmeriCorps member supervision and
administrative support, as part of the required match for the grant. The City of Bangor would
provide in-kind staff services. The budget will fall within the range of $249,000 to $275,000 for
the three-year period.

BY THE CITY COUNCIL OF THE CITY OF BANGOR:
ORDERED THAT, the City Manager is hereby authorized to apply for a grant from the
Corporation for National and Community Service- AmeriCorps: Governor's and Mayor's Initiative
in collaboration with Eastern Maine Community College who would administer funds of
approximately $250,000 to employ AmeriCorps members at nonprofit host sites in Bangor.
