Commentary: The Commission for Cultural Development has requested that the City
Ordinance § 95-7, which pertains to the eligibility and use of the grant funds that they are asked _
to manage, be amended to include, most notably, the following changes:
• Individual artists would be eligible for grants of up to $1,000 to pay for the materials for
works of public art. Reimbursement would occur only after the work is completed and
available for public display/use.
• Applications of up to $1,000, whether from a 501 (c) 3 or from individual artists, would
be reviewed on a rolling basis.
• Grant requests over $1,000 will be reviewed twice a year.
The Council would retain the ability to review all projects that are suggested for funding by the
Commission, first through the Business & Economic Development Committee (BED) and then as
the entire Council through any BED recommendations.
This item was reviewed and recommended for approval by the Business & Economic
Development Committee at its June 18, 2013 meeting.

ORDINANCE, Amending Chapter 95-7, Cultural Grant Program and Budget Recommendation, of the
Code of the City of Bangor, by Changing the Eligibility and Use of Commission for
Cultural Development Grant Funds
WHEREAS, the City Council has made an appropriation of funds to support arts and cultural
organizations; has established a Commission on Cultural Development who is assigned the
responsibility of reviewing grant applications for arts and cultural projects, and to make
recommendations for grant funding to the City Council; and
WHEREAS, the arts and culture segment of the City's economy has evolved to a point that
necessitates change in how the City invests in its future growth; and
WHEREAS, the Commission on Cultural Development has proposed, and the Business & Economic
Development Committee recommends, that individual artists be added to the list of eligible applicants
for requests of under $1,000, and that applications under $1,000 may be considered on a rolling basis
throughout the year, and that requests of over $1,000, restricted to non-profit organizations, shall be
reviewed twice a year.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 95-7 of the Code of the City of Bangor be amended as follows:
§ 95-7. Cultural grant program and budget recommendation.
A. The Commission shall develop annual program and budget recommendations relating to
cultural grants and public art for review and consideration by the City Council. The Bangor City
Council shall have the sole authority to adopt, reject, or revise any budget recommendation.
B. The Commission shall review grant applications from non-12rofit arts and cultural organizations
and from individuals and recommend a course of action to the City Council for its review and
consideration. The Bangor City Council shall have the sole authority to adopt, reject, or revise
any such recommendation. The Commission will make its recommendation relative to funding
and access to cultural activities and projects without attempting to influence programming or
content or diminishing its capacity to challenge audiences. In making its recommendation, the
Commission shall consider the following:
(1) Only non pmfit erganizatlens may be eanside Grant requests less than $1.000 from
non-profit organizations and individual artists shall be considered on a rolling basis.
Individual artists are eligible only for reimbursement of actual costs for supplies and
materials incurred for completed works of art produced. at least initially, for public use:

cycle calendar published by the Finance Director of the City of Bangor. Grant requests
of $1.000 or greater from individuals shall not be considered:
(3) Any appropriation that is not used in a given fiscal year shall be added to a reserve
account established to fund future meritorious requests;
(4) Collaboration, partnering, and cooperation among arts and cultural groups in
programming and operations (where possible) are highly weighted factors in

(5) A demonstrable material economic impact factor (relative to the funding request) will be
a weighting factor in determining whether to award the grant, and the size of the grant;
(6) Funding from other sources is required to match City funding, in whole or in part. 4h
