Commentary:
For Referral to Planning Board Meeting of Tuesday, April 2, 2013 at 7:00 P.M.
The applicant, M & I Company is requesting a zone change for a parcel of land located at 275
Center Street and containing approximately 13,120 sq. ft. from Urban Residence Two District to
Government and Institutional Service District. The primary interest is expanding available
parking at the site as it abuts existing parking lots between Broadway and Center Street.

Be it ordained by the City of Bangor, as follows:
THAT the zoning boundary lines as established by the Zoning Map of the City of Bangor dated
October 28, 1991, as amended, be hereby further amended as follows:
By changing a parcel of land located at 275 Center Street (Tax Map No. 38, Parcel No. 137)
from Urban Residence Two District to Government and Institutional Service District. Said
parcel of land containing approximately 13,120 sq, ft. and being more particularly indicated on
the map attached hereto and made a part hereof.

SUBJECT: Amending Zoning Ordinance
275 Center Street — Urban Residence 2 District (URD -2) to
Government & Institutional Service District (G&ISD)
Council Ordinance 13-115
Please be advised that the Planning Board at its meeting on April 2, 2013, held a
Public Hearing on the above zone change request. Chairman Sturgeon was excused
from voting as he had a conflict of interest in that James W. Sewall Company
represented M&7 Company in the rezoning application.
Mr. Aaron Shaw, PE, of James W. Sewall Company representing M&J Company
indicated that they are seeking to rezone 13,120 square feet of property at 275 Center
Street from Urban Residence 2 District to Government and Institutional Service District.
Mr. Shaw indicated that they found the proposal consistent with the City's Long Term
Comprehensive Plan.
Member Boothby asked Mr. Shaw what they intended to do on the property.
Mr. Shaw indicated that they planned to expand the central parking at the Hospital.
No one spoke either in favor of or in opposition to the requested zone change.
Planning Officer Gould noted that the City's Land Use Policy for this portion of
Center Street was established in the Comprehensive Plan 2000. While there has been
some concern raised by the expansion of the hospital complex and its related impacts,
the limits of that expansion are within the Comprehensive Plan. Member Boothby noted
that the hospital should look at building a parking garage instead of expanding their
surface parking and demolishing buildings. Mr. Gould noted they would need to rezone
to construct a parking garage.
The Planning Board voted six in favor and one opposed to recommend to the
City Council that the zone change request contained in C.O. # 13-115 be approved.
