(TITLE.) Ordinance, Amending Chapter 165, land Development, of the Code of the City of Bangor —
Section 165-97 —Government and Institutional Services District (G&ISD)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT,
Chapter 165 of the Code of the City of Bangor be amended as follows:
Section 165-97 —Government and Institutional Services District (G&ISD)
A. Unchanged

D. Conditional uses. Subject to Planning Board approval under the provisions of § 165-9 the following
uses may be permitted in this district:
(1) Medical office or clinic when:
(a) Located in association with a hospital complex and on the same site; or
(b) Located on a major arterial street.
(2) Public utility and public service uses, provided that:
(a) Such facilities are not sited so as to create an extreme juxtaposition of the architectural scale or
style to the detriment of existing buildings on adjacent lots.
(b) Such uses must be certified as necessary in the particular location to service the area and the
community.
(c) That a bufferyard "B" be established for front, side and rear yards.
(3) Transitional housing.

SUBJECT: Amending Land Development Code Chapter 165-97,
Government and Institutional Service District (G&ISD)
Council Ordinance 13-106
Please be advised that the Planning Board at its meeting on May 7, 2013, held a
Public Hearing on the above zoning amendment.
Planning Officer David Gould reviewed the proposed amendment to add
Transitional Housing to the Government and Institutional Service District as a
Conditional Use.
Mr. Gould did note that the Definition is largely based on a HUD definition which
is intended to provide a means for homeless individuals to transition out of
homelessness. It is not intended as an overnight shelter, but a longer term housing
alternative with supportive services.
Mr. Gould noted that presently transitional housing is allowed in multi -family
districts. Being related to other social service agencies and support services it is
reasonable to be within G&ISD.
Board members asked why the use would be a conditional use. Mr. Gould
speculated that the categorization would insure a public hearing before the Planning
Board. Mr. Gould noted the existing conditional use standards would have limited
impact on a transitional housing complex given the nature of the development.
The Board voted 4 in favor and 3 opposed to recommend the proposed text
amend to the City Council - Land Development Code Chapter 165-97 Government and
Institutional Service District, as contained in Council Ordinance 13-106.
