Item/Subject ORDER, Authorizing the Placement of a Monument on the Waterfront
Recognizing the Sister City Relationship with Harbin, China
Responsible Department: Community & Economic Development
Commentary: This order will authorize the placement of a monument on the waterfront recognizing
the sister city relationship with Harbin, China. The Commission on Cultural Development has been tasked
to review arts and culture projects within the City and to provide funding recommendations for the
Council's review and consideration.
The Chinese Language and Cultural Center (CLCC) of Maine submitted a request for the placement of a
monument on the Waterfront in conjunction with the placement of the Continuity of Community
Sculpture. The Commission is recommending the request because it recognizes the need to
demonstrate its sister city relationships and feels that the monument design and placement are
appropriate and fitting. The CLCC has stated that they will be responsible for the production, installation
and maintenance costs of the monument. This item was reviewed and recommended for approval by
the Cultural Commission and the BED Committee.

(TITLE.) ORDER, Authorizing the Placement of a Monument on the Waterfront
Recognizing the Sister City Relationship with Harbin, China
WHEREAS, the City Council has established and assigned to the Commission on Cultural
Development the responsibility to review arts and culture projects within the City
and to provide its recommendations for the Council's review and consideration;
and
WHEREAS, the Chinese Language and Cultural Center of Maine submitted a request for the
placement of a monument on the Waterfront in conjunction with the placement
of the Continuity of Community Sculpture; and
WHEREAS, the Cultural Commission has recommended the request because it recognizes the
need to demonstrate its sister city relationships and feels that the monument
design and placement are appropriate and fitting; and
WHEREAS, the Business & Economic Development Committee have recommended that the
Council approve the request; and
WHEREAS, the Chinese Language and Cultural Center has stated that they will be
responsible for the production, installation and maintenance costs of the
monument:
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
A monument shall be placed on the Waterfront that recognizes the sister city relationship with
Harbin, China.
