Item/Subject: Resolve — Ratifying the City Manager's Authorization to Apply, Accept
and Appropriate $121,502 in Grant Funding from the State of Maine to Develop a
Substance Abuse Case Manager Position to Aid Those Suffering from Substance
Abuse Disorders.
Responsible Department: Police
Commentary: The police department is seeking authorization to allow for the application and
acceptance of a Substance Abuse Assistance Grant from the State of Maine — Department of
Public Safety. The grant will allow the police department the opportunity to embed a substance
abuse case manager with its police officers for the purpose of facilitating pathways to service for
persons with presumed substance abuse disorders and who come in contact with the police for
various reasons.
If approved, the City will subcontract with Acadia Hospital to employ and supervise this positon
and share this service to neighboring communities that seek the assistance of the substance
abuse case manager. Due to timing on the application, approval of this agreement will ratify
the City Manager's signature on the grant request. The City Council reviewed this grant and
program request at a pre -council meeting in November.
