Responsible Department: Public Health and Community Services Commentary: This Order will authorize the City Manager to execute a memorandum of understanding with the Bangor Area Recovery Network (BARN). BARN will receive $15,000 from the Maine Health Access Foundation Healthy Communities Phase III Grant for implementation of a recovery coaching program to serve people in the Bangor area living with substance use disorder. Staff from the Public Health & Community Services Department will provide technical assistance and monitoring. The term of the MEHAF Healthy Communities Phase Three grant ends December 31, 2017. This was reviewed and recommended for approval at the 12-19-16 Government Operations Committee meeting. ORDERED, THAT the City Manager is hereby authorized to execute a memorandum of understanding with the Bangor Area Recovery to receive $15,000 from the Maine Health Access Foundation Healthy Communities Phase III Grant for implementation of a recovery coaching program. IN CITY COUNCIL DECEMBER 28, 2016 CO 17-044 PASSED CITY CLERK 17-044 DECEMBER 28, 2016 Memorandum of Understanding Between City of Bangor, Health and Community Services and the Bangor Area Recovery Network (BARN) THIS AGREEMENT is by and between the City of Bangor, Health and Community Services (BPHCS) and Bangor Area Recovery Network (BARN), for the period of January 1, 2017 -December 31, 2017, with the intention that an updated MoU for 2018 will be created and signed prior to December 15, 2017 for the 2018 calendar year. A third year (Calendar year 2019), may also be available. All of the funding is subject to BPHCS receiving funding the McHAF Healthy Communities Implementation Grant. I. AGREEMENT SUMMARY Funds are provided under this agreement to allow BH&CS to work collaboratively with BARNBARCC board members, staff and volunteers to create and implement a successful and sustainable Recovery Coaching Program in the Greater Bangor area, available for people living with Substance Use Disorder. Staff and volunteers from BARN and Bangor Public Health and will work collaboratively to identify/develop, plan and implement the following: a) Recovery Coach Training(s) b) Processes for recruiting and offering on-going support for volunteer coaches c) Processes for connecting interested individuals with coaches and ongoing management/support d) Increased awareness of the program to both individuals and organizations e) Increased collaboration between each other as well as other community partners f) Integrated additional supports addressing items including employment/education , skill building, etc g) Program evaluation using the Recovery Outcomes Matrix h) Sustainability and growth of program, including resource development, etc... Roles & Responsibilities: II. In addition to the work outline above Bangor Area Recovery Network (BARN) agrees to: a) Hire and provide BOARD support/organizational supervision for a part time "Recovery Coach Coordinator" b) House a Recovery Coaching Program c) Provide space for trainings, coaching sessions and other identified needs d) Host Volunteer Management trainings for all levels of volunteers at THE BARN e) Ensure information flow between this project through the Bangor Area Recovery Community Coalition, the standing Education Committee for BARN's Board of Directors. III. In addition to the work outline above. Bangor Public Health & Community Services (BPHCS) agrees to: a) Write and coordinate the 3 year McHAF Healthy Communities Implementation Grant, including Management of McHAF funds and ensuring all McHAF grantee expectation are met. b) Provide volunteer management trainings/coaching and assisting in peer volunteer program development c) Provide Technical Assistance for program evaluation planning and implementation d) Ensuring information flow between this project, Bangor Public Health & City of Bangor programs/departments and the Community Health Leadership Board (CHLB) e) Recruit, house and supervise an intern to support the work specific to BPHCS as well as the overall work outlined above. MOU Recovery Coaching Collaboration BARN & BPHCS draft 1210212016 p. 1 of 2 17-044 DECEMBER 28, 2016 f) Work collaboratively with the goal of stepping out of direct involvement in Recovery Coaching by the end of grant year 3. g) Coordinate payment, either directly to the BARN or to a third party, for other recovery coach program costs fully or partially covered by the McHAF grant, including, but not limited to: training expenses, meeting expenses, volunteer appreciation expenses and funds to reduce barriers for volunteer participation. IV. AGREEMENT AMOUNT: $15,000.00 V. MOU AND PAYMENT a) BHCS shall pay BARNBARCC one lump sum in the Agreement amount. b) Check will be presented for the amount of $15000.00 after BPHCS receives word of successful award of the McHAF Healthy Communities Implementation Grant, receives payment by McHAF, has the successful grant approved for allocation by Bangor City Council, and receipt of this signed MOU (Est: December 2016).
