Item No. 17-Q24
Date: November 28, 2016
Item/Subject: Resolve, Authorizing the City Manager to Accept and Appropriate funds for a
Maine Health Access Foundation Healthy Communities Phase III
Implementation Grant.
Responsible Department: Public Health and Community Services
Commentary: This Resolve will accept and appropriate $67,500 for the third phase of the
Healthy Community Grants Program. The goal is to build on the community collaboration that
occurred during the first two phases of the MEHAF Healthy Communities program. During Phase
One the community identified substance use disorder as a significant issue. During Phase Two
the community created action steps to reduce stigma and to identify gaps in services and
supports for people affected by substance use disorder.
The implementation plan for Phase Three will focus on building successful, accessible and
sustainable recovery coaching in the Greater Bangor area. This goal was identified by people
living with substance use disorder and by the professionals working in recovery as a best
practice for recovery and as a gap in the current array of services available
If approved, the city will provide staff support, coordination and technical assistance for the
development of recovery coaching. A program of recovery coaching will be delivered under the
auspices of one or more community based partners. The term of the grant is November 15,
2016 — December 31, 2017.
This item was recommended for approval at the Government Operations Committee meeting on
November 21, 2016.
