HomeMy WebLinkAbout2026-07-27 26-245 ResolveCITY COUNCIL ACTION Council Meeting Date: 07/27/2026 Item No: 26-245 Responsible Dept: City Council Requested Action: Resolve Title, Resolve 07/27/2026 26-245 Map/Lot: N/A Reaffirming the City Council's Commitment to Civility, Procedural Order, and Public Trust Summary At the June 22, 2026 Council meeting, during a contentious policy debate, disruptions to both meeting decorum and procedural rules fell short of the standards expected of the City Council. This Resolve formally acknowledges that both the tenor of debate and the interruption of meeting proceedings failed to meet the Council Guidelines, which state that members must "act with civility and preserve order and decorum during municipal meetings," as well as fulfill their fundamental duties to deliberate and vote on City business. The City Council takes collective accountability for allowing meeting control to break down and acknowledges the impact on public trust. Moving forward, the Council pledges to uphold rules of debate, maintain meeting order under the direction of the Council Chair, and fulfill the duties and obligations of membership on the City Council with mutual respect and professionalism. Committee Action Committee: Council Workshop Meeting Date: 07/21/2026 Action: Recommend for passage For: Against: Previous Council Actions City Manager Introduced for: New Business City Solicitor Finance Director CITY OF BANGOR RESOLVE Date: 07/27/2026 Item No: 26-245 Assigned to Councilor: Deane 07/27/2026 26-245 Reaffirming the City Council's Commitment to Civility, Procedural Order, and Public Trust WHEREAS, at the June 22, 2026 Council meeting, breakdowns in both meeting decorum and procedural adherence created unnecessary disruption during critical City deliberations; and WHEREAS, Council Guidelines require that "members should act with civility and preserve order and decorum during municipal meetings," which encompasses both respectful speech and full adherence to parliamentary procedures and voting duties; and WHEREAS, the City Council acknowledges its shared responsibility for failing to maintain firm control and order during the meeting, thereby falling short of the standards expected of the public we serve. NOW, THEREFORE, be it Resolved by the City Council of the City of Bangor that, the City Council hereby takes ownership of these shortcomings, apologizes for the disruption of public business, and recommits to: 1. Uphold Order and Decorum: By supporting the Chair in enforcing parliamentary procedures and standards of debate promptly during meetings. 2. Fulfill Municipal Duties: By maintaining active, civil participation in all proceedings and required votes on behalf of residents. 3. Restore Public Trust: By conducting all city business with the dignity, restraint, and professionalism the community deserves.
