Justin Russell stated that any action costs money. Jennifer Lawler, Adam Baker, and Chris Saunders spoke in support of the Order. Mike Myatt, Bangor Housing, stated the project would have an impact but regardless there would still be homelessness. He stated that without the TIF the project could not move forward. The Bangor Housing Development Corporation has an option to purchase from the City of Bangor the noted property for the purpose of constructing 30 units of supportive housing. This district will capture the added value to the property for investment back into the property as the city may choose. This Credit Enhancement Agreement proposed to return 75% of the real estate taxes paid on the subject property, contained in the proposed TIF district for a period of thirty (30) years. Under the requirements of the City Policy, this Credit Enhancement Agreement meets the General Principles to encourage new affordable housing investment. It is also in keeping with the 2022 Comprehensive Plan for affordable housing and supportive housing creation, as well as the Council's priorities for housing development. Under the Maine Statute §5250-A, affordable housing tax increment financing, this is a public hearing. Committee Action Committee: Business & Economic Development Committee Meeting Date: 07/20/2026 Action: Recommend for passage For: 3 Against: 2 Previous Council Actions City Manager Introduced for: New Business d F LI City Solicitor Finance Director G`�.� of BAICO CITY OF BANGOR ORDER 07/27/2026 26-242, As Arb 7rr m Date: 07/27/2026 Item No: 26-242, As Amended / Assigned to Councilor: Leonard Authorizing the Execution of a Credit Enhancement Agreement with Bangor Housing Development Corporation for a Portion of the Property Addressed at 205 Corporate Drive WHEREAS, The Bangor City Council has designated housing development as a priority; WHEREAS, the Bangor Housing Development Corporation is proposing to develop supportive housing on the subject property; WHEREAS, Bangor Housing Development Corporation has a private entity for certain development projects, including this proposal that will pay taxes, WHEREAS, assistance is needed to help close financial gaps in the project development and operations; WHEREAS, the assistance necessary can be provided through entering a credit enhancement agreement with Bangor Housing Development Corporation to provide the return of 75% of real estate taxes paid on the increase in value created by the improvement to the property for a period of thirty (30) years as the life of the Affordable Housing TIF, Be it Ordered by the City Council of the City of Bangor that, The City Manager, or her designee, is hereby authorized to execute and place conditions upon a Credit Enhancement Agreement with Bangor Housing Development Corporation for a portion of the property addressed at 205 Corporate Drive which will include the following terms: a return to Bangor Housing of 75% of the real estate taxes paid on the increase in value of property located on the portion of property addressed at 205 Corporate Drive provided services are available and present for the residents of the facility 24 hours a day, and seven (7) days a week and such other terms and conditions as appropriate and the Agreements shall in in a final form approved by the City Solicitor or Assistant City Solicitor.
