Home My WebLink About2026-06-22 City Council Minutes MINUTES OF REGULAR MEETING BANGOR CITY COUNCIL—JUNE 22, 2026 Meeting called to order at 7:00 PM Chaired by Council Chair Hawes Councilors Present:Beck, Carson,Deane, Faloon, Fish, Leonard, Mallar, Walker,Hawes Note: Councilor Fish left the meeting at 8:20 PM Meeting adjourned at 9:47 PM PROCLAMATION: Proclaimed June as Pride Month PUBLIC COMMENT Hal Wheeler disapproved of the public being gaveled down at the last City Council meeting. He felt the negligence of City staff to enforce vacant property for over two years needed to be addressed. Joe Bowman stated that how Councilors post on their personal Facebook matters for the whole city. He also said there are ethical concerns when Councilors or committee members vote on matters tied to their employers or other personal interests that should require recusal. He felt the strategies regarding homelessness are not working. Rachel Ortiz stated she doesn't feel safe because of what she has experienced walking in her neighborhood. She questioned if there were measurable results for the money the City has spent on homelessness. Tyler Shanahan felt there was a severe drug use crisis and asked for support of a new jail which could be a gateway to recovery. Phil Henry spoke with regard to the Advisory Committee on Homelessness. He was concerned with the process and the makeup of the committee. He questioned if all members filed written disclosure forms, requested the Ciry Solicitor advise publicly on which members should recuse themselves from affecting their own employers, and requested that two or three additional members be appointed who have no stake in homelessness services. He requested a written response to these three requests and asked the Council to take them up at a future meeting. Mn Henry indicated he was a big supporter of pride but wanted to see tax dollars allocated to City projects and not to individual groups. Scott Pardy felt the public restroom experiment has failed and they need to be removed immediately. Jacqueline Smalley asked the Council to inquire regarding the FOAA request she submitted and report back to the public. In regard to 26-225,she felt there was missing information on new HUD guidelines and advancing this was self- serving and irresponsible and puts the City at fznancial risk Grace Nichols spoke regarding the HIV outbreak and the need for a campground for the unhoused population. Page 1 MINUTES OF REGULAR MEETING BANGOR CITY COUNCIL—JUNE 22, 2026 PUBLIC COMMENT Rebecca Campbell felt laws needed to be enforced in shared spaces to restore safe access for families. She wanted the City to prioritize daytime services so the library can return to its role as a family and communiry resource, require and publish clear performance data and independent oversight for all homelessness contracts, ensure full transparency on committee appointments, and reconsider a temporaty moratorium on new syringe service program locations. Richard Chaucer spoke regarding the problems with unhoused individuals in his apartment building. Katie Coe was frustrated that the pride crosswalk had not been repainted and thought the City should invest in what they say they believe in. Tricia Quirk thanked Bangin Whoopie and Bangor Sandwich as well as other businesses for their willingness to invest in Bangor. Joshua Faile spoke regarding the public process rules and how those rules are being enforcec� He suggested additional language in the opening statement to ensure individuals understand. Tricia Huntley suggested incentivizing the return of needles for money as a way to clean up the City. Suzette Furrow read from a book on how the specter of Communism is ruling the world. Hilari Simmons asked why Bangor continues to expand its budget while other Maine cities in the State have made difficult cuts. She asked what steps Bangor took to identify efficiencies, reduce expenditures and prioritize services before adding new spending.
