Amending the Code of the City of Bangor to Grant the City Manager Authority to Apply for Grants
Summary
During recent conversations regarding the efficiency of City operations, Council heard information regarding
the challenges of obtaining Council approval prior to applying for grants. Oftentimes, grant application
timelines are short and the added step of getting Council preauthorization also adds to staff workload.
Furthermore, in the event that the City receives a grant award, the City Charter requires that Council vote to
appropriate that award via resolve requiring two separate readings. Meaning, that Council retains oversight
over the underlying City activities and the appropriation of resources to those activities even if Council does
not preauthorize the application for a grant.
To support efficiencies in City operations and to decrease the number of times a grant application must be
considered by Council, staff are suggesting that the Code of Ordinances be amended to give the City Manager
the authority to approve grant applications. Council retains the authority contained within the City's Charter to
approve acceptance and appropriation of the grant should the City receive it.
This item was reviewed and unanimously recommended for approval at the June 1', 2026 Government
Operations Committee meeting.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
The Code of the City of Bangor is amended as follows:
Article VI Executive Department
& 28-21 City Manaaer.
Grant Applications. Authorize applications for grants on behalf of the City. If grant awards are
received, the City Council must authorize the acceptance and appropriation of such award in
accordance with the City Charter, Article II, Section 7.
