For Meeting Held on March 4, at 5:35p.m.

Introductions:
Chair Leonard opened the meeting.
Approval of the December 17, 2025 Minutes:
Member Brough made a motion to approve the 12/17/25 meetingminutes.
Member Eastman seconded the motion.
Roll call vote conducted:
Motion passed (4-0).
Approval of Advisory Opinion with Respect to CO 25-283 - Issue of a City Councilor Taking and Circulating Nomination Papers on Behalf of Another Councilor.
Member Brough made a motion to approve the Advisory Opinion as written.
MemberEastman seconded the motion.
Roll call vote conducted:
Motion passed (4-0).

Chair Leonard provided clarification regarding a statement he made at the last meeting. The City’s ordinance states that advisory boards operate in a less formal manner and are not required
to use Robert’s Rules of Order, and the Board’sProcedural Rules state that the Board defaults to the Democratic Rules of Order.
