For Meeting Held on February 11, 2026 at 5:30 pm
Members present:Edward Gould (Chair), Robert Ballingall, Brian Ray, Donald McCann (Associate Member),and Rachel Thompson.
Staff present:David Szewczyk, City Solicitor.
Introductions:Chair Gould opened the hearing and introduced members. Chair Gould noted that there were technical difficulties with the video recording, and the meeting would be an audio
recording only.Chair Gould advised Associate Member McCann that he would vote in place of absent Member LaBouff.
Approval of February 4, 2026 Minutes:Member Ballingall made a motion to approve the 2/4/26 meeting minutes.
Member Thompson seconded the motion.
Roll call vote conducted.
Motion passed unanimously (5-0).
Findings of Fact and Conclusions of Law –Consideration of two appealsrequesting a variance from the setback requirement of City Ordinance § 165-73B and the buffer requirement of § 165-73D
– Nathan Woodard (1011 Union Street)Chair Gould advised the Board that at the 2/4/26 meeting, the Board did not specifically find that relaxation of the ordinance provision would not
be contrary to the public interests with respect to the front and back although there was evidence on record. If the Board adopts the written findings as presented, it will incorporate
this finding as written in the draft.
Member Thompsonmade a motion to approve thewritten Notice of Decision.
Member McCannseconded the motion.
Roll call vote conducted.
Motion passed unanimously (5-0).
