OLD BUSINESS 1. Adoption of Notices of D xecutive Properties LLC es LLC. Seconded by Member Brush. Roll call 2. Meeting Minutes Member Huhn moved to approve the minutes of November 18, 2025, seconded by Member Bazinet. All voting members in favor, none opposed. Motion passed. NEW BUSINESS PUBLIC HEARING - LAND DEVELOPMENT CODE AMENDMENTS 73 HARLOW STREET, BANGOR, ME 04401 TELEPHONE: (207) 992-4280 FAX: (207) 945-4447 WWW.BANGORMAINE.GOV City of Bangor Planning Division Planning Board Meeting Minutes Î Tuesday, December 9, 2025 & Service District (I&S) to Urban Industry District (UID) - To amend the Land Development Code by changing a parcel of land, located at 195 Thatcher Street, at Map-Lot 017-015, from Industry & Service District (I&S) to Urban Industry District (UID). Said area of land contains approximately 6.42 acres total and is more particularly indicated on the map attached hereto and made part hereof. Applicant/Owner: LMP Properties LLC. Chair Perkins introduced the agenda item. Applicant Masee presented to the podium and provided an overview of the application. Vice Chair Boucher moved that the Board recommend to City Council that the proposal to amend the Land Development Code by changing a parcel of land, located at 195 Thatcher Street, Map-Lot 017-015, from Industry & Service District (I&S) to Urban Industry District (UID) ought to pass. Seconded by Member (USD) to High Density Residential (HDR) - To amend the Land Development Code by changing a parcel of land, located at 38 Blue Hill East, at Map-Lot R22-003-B, from Urban Service District (USD) to High-Density Residential District (HDR). Said area of land contains approximately 0.92 acres total and is more particularly indicated on the map attached hereto and made part hereof. Applicant: TCK Contracting. Owner: Kenneth Nagle. Chair Perkins introduced the agenda item. Applicant Tom Donahue presented to the podium and provided an overview of the application. Seconded by District (USD*) to non-contract Urban Service District (USD) - To amend the Land Development Code by changing a parcel of land, located at 557 Hammond Street, at Map-Lot 013-077, from Contract Urban Service District (USD*) to non-contract Urban Service District (USD). Said area of land contains approximately 0.44 acres total and is more particularly indicated on the map attached hereto and made part hereof. Applicant: David Wade. Owner: Alan and Karen Algee. Chair Perkins introduced the agenda item. Applicant David Wade presented to the podium and provided an overview of the application. Chair Perkins asked the Board for any questions or comments. City Engineer Jefferson Davis presented to the podium and provided an overview of the proposed amendment. and Assistant City Solicitor Grace Innis responded and clarified. Member Brush moved that the Board recommend to City Council that the proposal to amend the Land Development Code by allowing City Departments to review projects requiring Stormwater Law Permits Motion passed. OTHER BUSINESS 7. Workshop on G&ISD Buffer Changes Planning Officer Anja Collette presented the agenda item. Chair Perkins asked the Board for any questions or comments. Chair Perkins discussed residential property protections and expressed no concerns with the proposed buffer changes. Alternate Member Cartier asked about possible negative effects on abutting commercial properties with the Vice Chair Boucher asked there would be any discretion allo Planning Officer Collette responded and clarified. Vice Chair Boucher asked if the amendment would be Collette confirmed that it would not and discussed with Boucher and Chair Perkins. Alternate Member Cartier expressed some concern over Collette responded and discussed with Board members. Board members expressed support for the proposed changes. 8. Upcoming Ordinance Changes Due to State Laws Planning Officer Anja Collette presented the agenda item. Vice Chair Boucher asked if this would impact sp and clarified. Chair Perkins commented on the new laws in relation to LD2003 and asked about changes to subdivision responded and stated further research will be needed. Chair Perkins opened the public comments. Member of the public (unidentified) presented to the podium and asked if places of worship could be treated the same as residential uses in relation to buffer requirements. Also expressed support for increasing housing density allowances. Chair Perkins closed the public comments. Chair Perkins discussed the suggestion of requiring buffers for uses located adjacent to a place of worship. 9. Other Business decision regarding public meeting participation via Zoom.
