Authorizing the City Manager to Execute an Amendment to the Airport Concession Agreement with the HERTZ
Corporation, Doing Business As Hertz and Dollar Rent A Car
Summary
This Order will authorize the City Manager to execute an amendment to the Airport Concession
Agreement with HERTZ Corporation, d/b/a Hertz and Dollar Rent A Car, in order to implement a
Customer Facility Charge (CFC) program to fund the proposed Consolidated Rental Car Facility at the
Bangor International Airport.
This amendment would establish a $6 per day CFC that would fund the planning, evaluation, design
work, and financial and bonding planning required to fully deliver the Consolidated Rental Car
Facility. Hertz and Dollar Rent A Car support the implementation of this program and the proposed
amendment to their Airport Concession Agreement.
This item was reviewed and recommended for approval at the Business and Economic Development
Committee meeting on December 15, 2025.

Authorizing the City Manager to Execute an Amendment to the Airport Concession Agreement with the HERTZ
Corporation, Doing Business As Hertz and Dollar Rent A Car
WHEREAS, the Bangor International Airport desires to implement a Customer Facility Charge (CFC) program
in order to fund the development of a Consolidated Rental Car Facility;
WHEREAS, the Airport Concession Agreement with Hertz and Dollar Rent A Car must be amended to allow the
implementation of this CFC program; and
WHEREAS, Hertz and Dollar Rent A Car support the implementation of this CFC program to support the
development of a Consolidated Rental Car Facility;
Be it Ordered by the City Council of the City of Bangor that the City Manager is authorized to execute an
amendment to the Airport Concession Agreement with the HERTZ Corporation, d/b/a Hertz and Dollar Rent A
Car, to implement a Customer Facility Charge program in order to fund the development of a Consolidated
Rental Car Facility, in a final form as approved by the Office of the City Solicitor.
