Authorizing the City Manager to Execute an Amendment to the Airport Concession Agreement with Enterprise
Rent-A-Car Company of Boston, LLC, Doing Business As Enterprise Rent-A-Car
Summary
This Order will authorize the City Manager to execute an amendment to the Airport Concession
Agreement with Enterprise Rent-A-Car Company of Boston, LLC d/b/a Enterprise Rent-A-Car, in
order to implement a Customer Facility Charge (CFC) program to fund the proposed Consolidated
Rental Car Facility at the Bangor International Airport.
This amendment would establish a $6 per day CFC that would fund the planning, evaluation, design
work, and financial and bonding planning required to fully deliver the Consolidated Rental Car
Facility. Enterprise Rent-A-Car supports the implementation of this program and the proposed
amendment to their Airport Concession Agreement.
This item was reviewed and recommended for approval at the Business and Economic Development
Committee meeting on December 15, 2025.

Authorizing the City Manager to Execute an Amendment to the Airport Concession Agreement with Enterprise
Rent-A-Car Company of Boston, LLC, Doing Business As Enterprise Rent-A-Car
WHEREAS, the Bangor International Airport desires to implement a Customer Facility Charge (CFC) program
in order to fund the development of a Consolidated Rental Car Facility;
WHEREAS, the Airport Concession Agreement with Enterprise Rent-A-Car must be amended to allow the
implementation of this CFC program; and
WHEREAS, Enterprise Rent-A-Car supports the implementation of this CFC program to support the
development of a Consolidated Rental Car Facility;
Be it Ordered by the City Council of the City of Bangor that the City Manager is authorized to execute an
amendment to the Airport Concession Agreement with Enterprise Rent-A-Car Company of Boston, LLC d/b/a
Enterprise Rent-A-Car, to implement a Customer Facility Charge program in order to fund the development of
a Consolidated Rental Car Facility, in a final form as approved by the Office of the City Solicitor.
