Summary
This Ordinance would amend the Land Development Code, District Map to re -zone the property at Map -Lot
013-077 located at 557 Hammond Street, from Contract Urban Service District (USD*) to Urban Service District
(USD) without contract conditions. The current contract limits the types of uses on the property to financial
institution, office, or retail; limits the square footage to 3,000sgft; and limits the operating hours. The total
area requested to be changed is approximately 0.44 acres. The applicant is David Wade. The owner of record
is Alan and Karen Algee.
This area is within the growth boundary shown in the 2022 Comprehensive Plan and the future land use map
in the Plan shows this property in the Urban Neighborhood area which consists of "medium to high -density
residential neighborhoods surrounding the Downtown and encompassing most of the historic residential areas.
Includes limited commercial and institutional uses that are complementary to the surrounding residential
uses".

WHEREAS, the land uses around the property consist primarily of a mix of commercial and residential;
WHEREAS, the zoning around the property consists primarily of Urban Service District (USD), Neighborhood
Service District (NSD) and Urban Residence 1 District (URD-1);
WHEREAS, the 2022 Comprehensive Plan and the future land use map in the Plan shows this property in the
Urban Neighborhood area which consists of "medium to high -density residential neighborhoods surrounding
the Downtown and encompassing most of the historic residential areas. Includes limited commercial and
institutional uses that are complementary to the surrounding residential uses";
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor, District Map, is amended to reclassify the property at Map -Lot
013-077, located at 557 Hammond Street, from Contract Urban Service District (USD*) to Urban Service
District (USD) without contract conditions. The total area requested to be changed is approximately 0.44 acres
and is shown in the attached exhibit.

Amending Chapter 165, Land Development Code, to Re-zone a Property Located at
557 Hammond Street from Industry and Service District to Urban Industry District
Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a noticed public hearing on December 9, 2025.
The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in
attendance in the Chambers were Chair Reese Perkins, Vice Chair Jonathan Boucher and Members
Trish Hayes, Mike Bazinet, Ted Brush, Ken Huhn, and Janet Jonas, as well as Associate Member
Justin Cartier.
The applicant, David Wade, reviewed the application and described the purpose as being to operate
an urgent care clinic on the site. Wade reviewed how this change would align with the 2022
Comprehensive Plan and benefit the community.

A. This is an application to remove the contract conditions on the zoning at 557 Hammond Street.
The contract is included in your packets and restricts the use of this property to financial
institutions, business or professional offices, retail or service businesses with limited outdoor
display areas; limits the square footage of any building on the premises to 3,000 square feet;
and limits the hours of operation to 6 am-1 am.
B. The land uses around the property consist primarily of a mix of commercial and residential
and the zoning around the property consists primarily of Urban Service District (USD),
Neighborhood Service District (NSD), and Urban Residence 1 District (URD-1).
C. The 2022 Comprehensive Plan and the future land use map in the Plan shows this property
in the Urban Neighborhood area which consists of "medium to high-density residential
neighborhoods surrounding the Downtown and encompassing most of the historic residential
areas. Includes limited commercial and institutional uses that are complementary to the
surrounding residential uses". Staff recommend that the Planning Board find this change to
be in alignment with the Comprehensive Plan.

Member Bazinet asked the applicant where overflow parking would be located. Wade responded that
they did not expect surges of customers since they would be scheduling appointments. He stated
they anticipated about 21 patients per day, but they would not likely all show up at the same time. He
stated that they did not expect to use all of the parking that's there currently.
Vice Chair Boucher asked what the proposed hours would be. Wade stated they would be 8 am to 8
pm, 7 days a week.
Member Huhn asked what type of staff they would employ. Wade listed a number of different medical
staff positions.
Associate member Cartier asked if there were plans to go to 24 hours a day at some point. Wade
stated there were not and that a 24-hour model is somewhat rare.
There were no comments from the public.
Vice Chair Boucher moved to recommend to City Council that the proposed amendment ought to
pass. Member Brush seconded the motion. The motion passed 7:0 with all regular members voting in
favor.
Chair Perkins commented that he felt this would fit a neighborhood need and that he did not
anticipate it being a problem for the neighborhood.
The result of the vote is that a majority of Planning Board members voted to recommend that the
proposed amendment ought to pass.
