Chair Perkins called the meeting to order at 7:00 P.M.
OLD BUSINESS
1. Meeting Minutes —August 19, 2025
Vice Chair Boucher moved to approve the minutes of August 19, 2025, seconded by Member Brush. Roll call
vote conducted —all voting members in favor, none opposed. Motion passed.
2. Adoption of Notice of Decision for 100 Thatcher Street
Member Brush moved that the Board adopt the Notice of Decision for 100 Thatcher Street— Nichols
Construction, Inc. Seconded by Vice Chair Boucher. Roll call vote conducted —all voting members in favor,
none opposed. Motion passed.
NEW BUSINESS
PUBLIC HEARING - LAND DEVELOPMENT CODE AMENDMENTS
3. To amend the Land Development Code by adding the uses of private schools,
training facilities, and recreational uses as a conditional use only on major arterials
in the Rural Residence and Agriculture District (RR&A).

Development Director Anne Krieg gave a presentation to the Board and members of the public regarding the
proposed amendment and the general process for Land Development Code amendments, public noticing, etc.
Alternate Member Cartier asked about the uses of private schools & recreational uses being added in addition
to training facilities — Development Director Krieg responded and clarified. Cartier also asked about efforts to
conserve property values in the Rural Residence &Agriculture District (RR&A) — Krieg responded and clarified.
Member Brush asked about commercial recreational facilities and other commercial uses in RR&A—
Development Director Krieg responded and clarified.
Chair Perkins opened the public comments —there were none. Public comments closed.
Vice Chair Boucher moved that the Board recommend to City Council that the proposal to amend the
Land Development Code by adding the uses of private schools, training facilities, and recreational uses
as a conditional use only on major arterials in the Rural Residence & Agriculture District (RR&A) ought
to pass. Seconded by Member Jonas. Roll call vote conducted —6 in favor, 1 (Member Brush) opposed.
Motion passed. Member Brush expressed concern over the proposed recreational use being the reason
for his vote in opposition.
OTHER BUSINESS
4. Follow-Up/Thoughts on Land Use Plan Implementation
Chair Perkins provided an update on the joint workshop with City Council, and asked for clarification regarding
the remainder of the timeline for implementation — Development Director Anne Krieg responded and clarified.
Vice Chair Boucher expressed support for some of the proposed changes that will make the Land Use Code
information more accessible and user-friendly. Discussed additional options at length with Development
Director Krieg and Chair Perkins.
Chair Perkins asked about attracting new developers to the City and City contributions to new development
projects— Development Director Krieg responded and clarified.
Alternate Member Cartier and Member Huhn brought up additional information regarding housing assistance.
Vice Chair Boucher and Development Director Krieg discussed the existing housing stock and how it compares
with the population.
Chair Perkins and Development Director Krieg discussed the increasing costs of development.
Member Brush asked if any new boarding houses or rooming houses have been added to the existing housing
stock— Development Director Krieg responded that there had not.
