HISTORIC PRESERVATION COMMISSION MEETING OF AUGUST 14, 2025, 7:00 P.M. PENOBSCOT ROOM, PENQUIS CAP 262 HARLOW STREET MEETING MINUTES Commission Members Present: Edmund Chernesky Nathaniel King Anne Marie Quin Liam Riordan Citv Staff Present: Matt Altiero, Planning Analyst John Hamer, Consulting Attorney Anne Krieg, Development Director Mike Pullen, HPC Consultant Chair Chernesky called the meeting to order at 7:00 P.M. New Business: 1. Certificate of Appropriateness — 18 West Broadwav — Map-Lot 033-001 —Whitnev Park Historic District —Applicant/Owner: Carl Huntlev -Approval requested for Certificate of Appropriateness to replace the concrete walkway and repair/replace wood on the front porch, steps, & landing. The property is located at Map-Lot 033-001, in the Whitney Park Historic District. Chair Chernesky introduced the agenda item. Applicant Carl Huntley presented to the podium and provided an overview of the application. HPC Consultant Mike Pullen presented an overview of his written memo and comments on this application. Chair Chernesky asked the Commission for any questions or comments. Vice Chair Riordan asked about the existing porch railings —Applicant Huntley responded that he hopes to reuse them. Chair Chernesky opened the public comments —there were none. Chair Chernesky closed the public comments. Vice Chair Riordan brought up the proposed composite material vs. Douglas Fir for the porch. (�C}7) �)�2-4��Q FA.�: (�C37� `745-���"� t�'V'W W.��A N�;C���f�h.��N E.C�C7 V Historic Preservation Commission—Meeting Minutes August i4th 2025 Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfied Historic Preservation Code §148-9A requiring that any alteration, construction, movement, or demolition will preserve or enhance its historical and architectural character. Seconded by Commissioner Quin. Roll call vote conducted —all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfies Historic Preservation Code § 148-9B(2)(b) requiring that rehabilitation work does not destroy the distinguishing qualities nor character of the structure and its environment and that the removal or alteration of any unique architectural features is avoided wherever possible. Seconded by Commissioner King. Roll call vote conducted — all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfies Historic Preservation Code § 148-9B(2)(c) requiring that, while repair is preferable to replacement, in the event that replacement of deteriorated architectural features is necessary, the new material should match the material being replaced in composition, design, texture and finish, with the Commission being satisfied that use of either the composite material or pouglas Fir will be adequate. Seconded by Commissioner Quin. Roll call vote conducted —all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfies Historic Preservation Code § 148-9B(2)(d) requiring that distinctive stylistic features or examples of skilled craftsmanship which characterize historic structures is not damaged or destroyed, wherever possible. Seconded by Commissioner King. Roll call vote conducted —all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfies Historic Preservation Code § 148-9B(2)(e) requiring that the changes which have taken place in the course of time have acquired historic significance in their own right are retained and preserved wherever possible. Seconded by Commissioner Quin. Roll call vote conducted — all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that, based on Exhibits 2-8, the application satisfies Historic Preservation Code § 148-9B(2)(i) requiring that, wherever possible, all alterations to structures are to be done in such a manner that if they were removed in the future, the essential form and integrity of the original structure would be unimpaired. Seconded by Commissioner King. Roll call vote conducted —all in favor, none opposed. Motion passed. Vice Chair Riordan moved that the Commission finds that the project meets the requirements for Certificate of Appropriateness and therefore grants a Certificate of Appropriateness permit for the proposed Project. Motion passed. � Certificate of Appropriateness — 120 Park Street — Map-Lot 041-117 — Great Fire Historic District—Applicant/Owner: Unitarian Universalist Societv of Banqor -Approval requested for Certificate of Appropriateness to install rooftop solar. The property is located at Map-Lot 041- 117, in the Great Fire Historic District. Chair Chernesky introduced the agenda item. Mark McCullough, Unitarian Universalist Society of Bangor, presented to the podium and provided an overview of the application. Vice Chair Riordan asked about supplemental materials missing from the meeting packet. Missing materials provided by Applicant McCullough — McCullough discussed these materials with Commissioners. HPC Consultant Mike Pullen presented an overview of his written memo and comments on this application. Page3 �4 Historic Preservation Commission—Meeting Minutes August i4th 2025 Vice Chair Riordan expressed concern over the visibility of the solar panels and asked about one of the photos included in the applicant's supplemental materials. Applicant McCullough responded and clarified. Riordan also asked about the proposed inverter locations— McCullough responded and clarified. Riordan asked about the National Park Service guidelines provided by HPC Consultant Pullen — McCullough provided response to the guidelines and clarification regarding the proposed location of the panels and why it was chosen. HPC Consultant Pullen noted that the Commission has previously approved rooftop solar panels and provided an example. Chair Chernesky opened the public comments —there were none. Chair Chernesky closed the public comments. Vice Chair Riordan commented on the challenge of modernizing with energy efficiency and preserving historic aspects of the structure but expressed satisfaction with the applicant's handling of this. Chair Chernesky and Commissioner King expressed some initial concern with the visibility of the solar panels but noted that they are now satisfied with this based on the supplemental materials provided by the applicant. Commissioner Quin asked for clarification regarding the panel frame color—Applicant McCullough responded that the frames will be black. Seconded by Commissioner Quin. Roll call vote conducted — all in favor, none opposed. Motion passed. Old Business: � Certificate of Appropriateness — 198 Broadwav — Map-Lot 047-012 — Broadwav Historic District—Applicant/Owner: Steve Farren -Approval requested for Certificate of Appropriateness for replacement of slate roof with GAF Slateline asphalt shingles. The property is located at Map-Lot 047-012, in the Broadway Historic District. Chair Chernesky introduced the agenda item. Rick Violette presented to the podium and requested a brief recess for he and Applicant Steve Farren to have a discussion with Development Director Anne Krieg. Chair Chernesky expressed support for this. Vice Chair Riordan moved that the Commission meeting go into recess, with Chair Chernesky stipulating that this go no longer than 15 minutes. Seconded by Commissioner Quin. Roll call vote conducted —all in favor, none opposed. Motion passed. Meeting recessed for 15 minutes. Meeting resumed — Rick Violette presented to the podium and requested that this agenda item be postponed due to the absence of Commissioners and "inappropriate attempts to influence" by a City Council. Noted that he and Applicant Farren are requesting postponement until the October meeting. Commissioner King moved to postpone this agenda item until the October 9, 2025 meeting. Seconded by Vice Chair Riordan. Commissioner Quin stated that she had been told that a court order was needed in order to review this application de novo. Chair Chernesky noted that the motion still needs to be voted on. Roll call vote conducted —3 in favor, 1 (Commissioner Quin) abstained from voting. 4. Meetinq Minutes — July 10, 2025 and July 31, 2025 Commissioner King moved to approve the July 10th and July 31St meeting minutes. Vice Chair Riordan seconded.
