Authorizing the City Manager to Execute a Contract with CTR Maine to Replace and Install a New Parking
Revenue Control System in the Amount of $283,559.10
Summary
This Order will authorize the City Manager to execute a contract with CTR Maine to replace and
install a new Parking Revenue Control System at the Bangor International Airport's short-term,
long-term, and remote parking lots. These upgrades will install six (6) new ticket dispensers and five
(5) exit terminals while replacing existing gates and card readers.
The Airport has three (3) paid parking lots with aged hardware for collecting payment. To provide a
high-quality reliable experience to travelers, upgrades are required. The City has contracted with PCI
Municipal Services to operate the airport parking lots and Pickering Square parking garage. After
review of the new technologies available, PCI municipal services recommends installing Amano
system, the same solution deployed with success at Monty Moose parking lot in 2024 and Pickering
Square parking garage in 2025. It offers multiple payment options, including contactless credit cards
and mobile QR code payments, integrates with 24/7 video customer support, and operates through a
secure cloud-based system, eliminating the need for local servers and related maintenance.
The total project cost is $283,559.10, which is within the $300,000 budgeted for FY 2026.
This item was reviewed and recommended for approval at the Finance Committee meeting on
August 18, 2025.

Be it Ordered by the City Council of the City of Bangor that, the City Manager is hereby authorized to execute
an agreement with CTR Maine to replace and install a new parking revenue control system in the amount of
$283,559.10. Said agreement shall be in final form as approved by the City Solicitor's office.
