Menibers of the city coucii, In hcnarf this being Natianal Recovery Month, I urge you to priori- tize the crisis r£ktmelessness and substance use disordex{SUD} in Bangor above al othe.r initia- tives. The true cost of this crisis isia't just a humanitarzan one; it is a financial iaurden on every fax- paez. The city spends a significant arrzount on responding to this erisis. Our publie serviees are strainerl. The city reaently installed four public restrooms in response tg public deznand, a direct eost tinked ta the lack of available facilities for unhaused individuals. Hospitals face irnmense cgsts for treatiug individuals with SU'D, and these expenses are often passed an ta tpayers and insurance comaanies. Police and fire departments are overwhelmed with calls related to addiction, mental health crises, and cua.ity-of Iife concerns, pulling them away from other critical duties. In Maine, nearly halof those recently incarcerated were found to have a substance use disarder, shawing a clear link be- tvveen addiction and cur criminal justice system. While the nurzber of overdcse deathsnay have decreased, the number of overdose recaveries is on the rise. This indicates that while mare lives are being saved,ie number of aerdases,a.nd the assa- czated need far emergency services, is increasing. This trend shows that the problein is not getting better; it's getting warse. We must invest in carnprehensive, lan-tcrm solutions like supportive hausing, accessiblereatment, and mental health service. These investments will not only save lives and irnprove the well-being of our community but also reduce the long-term financial st•ain ozx the city and its cifizens. We can't afard ta keep puting a bandage an thzs issue. We must address its root causes. Thank ycu for the really well worded proclaznatian! Nothing changes if notking changes. Half ineasures avail us ncthing.
