Summary
Development Staff met with representatives from Versant to review the development of a small training facility
with a companion office at their facility on Union Street. In order to accommodate this, RR&A would need to
be modified.
Though the exercise to change the code was spurred by a possible application for a training facility, the
general use of a training facility, often aligned with a private school and sometimes accompanied by
recreational facilities, was also analyzed.
The property is shown in the Land Use Plan in the 2022 Comprehensive Plan as Neighborhood Residential,
which anticipates limited commercial and institutional uses that are complementary to the surrounding
residential land uses. The uses of private schools, training, and recreational use are added as it is often
complementary in other applications for schools. Additionally, the use would only be allowed on arterials and
would be a conditional use, to give greater scrutiny to the review.

ORDINANCE, To amend the Land Development Code, Section 165-105 Rural Residence and Agriculture
District (RR&A) to allow, as conditional uses, private schools, training facilities and recreational uses on major

Whereas there are development potential areas in the rural areas in Bangor; and
Whereas the rural area residential neighborhoods should be buffered from arterial development as outlined in
the 2022 Comprehensive Plan for the City of Bangor;
Whereas, there is interest in training facilities in general in the rural area;
Whereas development may be confined to arterials and be scrutinized by the Planning Board under a
conditional use permit;
Be it Ordered by the City Council of the City of Bangor that,
