Summary
This proposed ordinance amendment would revise Chapter 228, Article V of the City Code of Ordinances to
designate Taylor Field, which is owned by Bangor Little League Inc., as a "safe zone."
Under State law, a municipality may designate an area that is frequented by minors, such as an athletic field,
park, playground, or recreational facility, as a "safe zone." A designated safe zone comes with elevated
penalties for the possession, cultivation, manufacturing, or delivery of drugs within 1,000 feet of the safe zone.
There are currently 29 areas designated as safe zones within the City, including Bangor Gardens Playground,
Little City Park, and Stillwater Park Playground. Taylor Field is an athletic field used for Little League baseball
games and practices and is frequented by children who practice baseball there. Designating Taylor Field as a
"safe zone" would fall squarely within the spirit and purpose of the state law.

ORDINANCE, Amending Chapter 228, Article V, Safe Zones
WHEREAS, the Bangor Little League met with City staff to discuss making their field, Taylor Field, a
designated "safe zone" under state law; and
WHEREAS, designating Taylor Field as a "safe zone" under state law will help in deterring drug crimes in and
near Taylor Field, which is frequented by children;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 228 of the Code of Ordinances of the City of Bangor is amended as follows:
§ 228-19 Designation.
A. Pursuant to the authority vested in the City of Bangor by 30-A M.R.S.A. § 3253, the following areas are
designated as "safe zones" under 17-A M.R.S.A. § 1101(23).
(30) Taylor Field (Bangor Little League) CR56-003-D).
