Finance Committee Minutes
August 4, 2025
Council Chambers, 262 Harlow St.
Councilors in Attendance (Committee Members): Fish, Fournier, Beck, Tremble
Other Councilors in Attendance: Hawes, Mallar, Leonard
StafF in Attendance: Kimball, O'Donnell, Morin
Meeting Start: 5:15 pm
1. Bids/Purchasing
a. Bicycle Racks — Community Development— RJ Thomas - $19,146.65
Motion made and seconded to approve purchase; motion passed unanimously
b. Energy Audit of City-Owned Buildings — Community Development — Bureau Veritas -
$29,200
Councilor Tremble had questions regarding the low bidder on the bid tab. Assistant City
Manager Courtney O'Donnell came to the table and stated the lowest bidder was non-
responsive. There were other questions from the council members. It was decided to table
the discussion regarding this bid and come back at the next finance committee meeting with
more information.
c. Purchase of Used Detective Vehicle — Police — Quirk Hyundai -- $26,000 — no action
required
Councilor Beck asked what the cost of the vehicle would be as a new vehicle. Mike Morin
approached the table. He stated there would be more than one detective vehicle being
purchased this year. There are additional features to this vehicle as it is a detective vehicle.
Councilor Mallar asked about the money we received from the insurance company. The
vehicle has already been purchased per the Procurement Policy, so no action was needed
from the Council.
2. Executive Session: 36 M.R.S.A. Section 841 (2) — Hardship Abatement Application.
Motion made and seconded to approve stafF recommendation; motion passed unanimously.
