Bids/Purchasing a. Maintenance Pickup — Sewer — Darling's Ford - $48,039 An overview of this item was provided to the Committee. There were five bids and Darling's Ford was the low bidder. There was a question regarding the budgeted amount being the same as the bid amount to which the response was there was adequate capital replacement funds available, so it was listed to match was required. Assistant City Manager shared that all of these items are below the threshold and do not require full Council action. Councilor Fournier made a motion to approve, seconded by Councilor Tremble; no objection, item,nassed. b. Floor Drains — Central Fire — Fire — Hines Ground Services - $45,000 An overview of this item was provided. The drains are need of replacement as they are 50 years old, have become a safety concern, and no longer properly drain. An RFP was issued and four responses were received between $45,000 and $570,000. Deputy Chief Pelletier explained that only the area around the drains are affected in response to a question. Staff recommended awarding to the low bidder Hines Ground Services. Councilor Tremble made a motion to appro ve, seconded by Counci/or Fournier; no objection, item passed. c. Waive Bid Process — Fuel Farm Painting — Airport— West Virginia Paint LLC - $61,470 An overview was provided of this item related to the fuel tanks at the Airport that need to be repainted. They were last done in 2011 and are in need. This item would typically be put out to bid but due to timing, quotes were solicited from three companies that do this type of industrial painting. They ranged between $61,470 and $185,000. The low quote is just over what was budgeted for this project. Staff recommended waiving the bid and awarding to the low quote West Virginia Paint, LLC so the work could move forward this summer. It was also noted that the low quote is less than $1,500 off from what was budgeted. Councilor Mallar asked why this wasn't put out to bid given the amount of time and anticipated need. Assistant City Manager stated that it could be if the Council/Committee desired, it would just push out the timeline. He shared that he doesn't believe the bid process should be waived. Councilor Tremble made a motion to appro ve, seconded by Councilor Fournier; no objection, item passed. d. Chip Seal Pavement Preservation — Public Works — All States Construction, Inc. - $112,262 An overview of this item was provided. It was put out to bid but only one was received, which was not a surprise given the few numbers of companies that do this work. In response to a question, Public Works Director Aaron Huotari shared that it is a durable coat put over existing pavement that costs less than traditional shim and can extend the life of the pavement another five to ten years. Chip seal pavement is initially rough but smooths out quickly with use. He shared there is funding available for this and the amount listed for budget ($1.5 million) is the total pavement budget for the year. Councilor Fournier made a motion to a,n,nrove, seconded by Councilor Tremble; no objection, item,nassed. Meeting adjourned at 5:26 PM
