O'Donnell, L. Goodwin, D. Szewczyk In the absence of the Committee Chair, Councilor Tremble acted as Chair and opened the meeting at 6:20 PM. 1. City Clerk Update The City Clerk provided an update on the following: - Online payments—She is working on being able to accept them. There is no charge to the city of Bangor as it is passed on to the end user of 2.5% like they do in person. Finalizing the contract this week and will get going on rolling that out. She elaborated on the process. - November election preparation have begun. Nomination petitions are available July and due between Aug. 6—26th. This will be the first year that residents can sign as many petitions as there are openings. - Early voting this year will be at City Hall instead of the CIC due to it being an off year with less turnout. Allows better coverage and flexibility for staff and saves money. - Issuing the new plates has kept them busy because it takes longer to issue them. Real ID is another push- has decreased but still high numbers. - The City stores old records at the library and they found some old voter registration records that should've been destroyed a long time ago. But once records hit 100 years, then it becomes historical and they should no longer be destroyed. Library would like to scan them. She talked to the State and believe that 1940 and older could be scanned. Lisa is not comfortable with that as they may still have an active voter registration. Councilor Tremble pointed out that they would've registered in 1940 not born in that year and stated he didn't think many folks born in 1922 would still be voting. Recommendation was to hold onto them and in 10-year interval let them be released. There was no objection raised to that. ep.csi`��yF:;r�rr; � c "` CITY oF BANGOR 2. Proposed Revisions to Vacant Buildings Registration Ordinance Dave Szewczyk, City Solicitor, presented an overview of this item.The proposed revisions create two instances where the payment of the vacant building registration fee can be deferred for a limited period of time: casualty event such as a fire or where an active building permit is on file and has completed the vacant building registration form. Deferrals under certain circumstances would be allowed and does away with "interim vacant building permits." Lastly, revisions include an update of the maintenance standards required to be applied by Code Enforcement upon inspection of the vacant properties. Councilor Tremble shared that he was glad it came back up, as he'd heard from people and doesn't want to penalize folks who are working to fix up property. Councilor Beck and Pelletier asked questions about how many extensions can be granted (they are limited) and asked what if there is no real progress and discretion levels by code. There was no vote taken on this matter. Adjourned at 6:38pm
