This area is within the growth boundary shown in the 2022 Comprehensive Plan and the future land use map in the Plan shows this property in the Neighborhood Residential area which consists of "medium -density residential development with limited commercial and institutional uses that are complementary to the surrounding residential land uses". The hearing was duly posted, advertised and noticed. All members were present and voting on the zone change application. There were no abutters present, and there was no public comment on the application. The applicant is Executive Properties, LLC (Chris Kilgour), represented by Randy Bragg of Carpenter Associates. It is not required to alert the Board of the intention for the development as part of the application for a zoning change. Additionally, it is discouraged to do so because the Board/Council should review the zone change on its face without regard to the current plan for the property; however, the applicant indicated they plan to reuse and expand the use for a multi-family dwelling project. From the staff inemo to the Planning Board: 1) The applicant is seeking a zone change for their property located 509 Kenduskeag Avenue from a combination of High-Density Residential District (HDR) and Urban Residence 1 District (URD-1) to High-Density Residential District (HDR) for the entire lot. The property requested to be changed is shown in the exhibit in your packets. 2) The area around the property consists primarily of a mix of low to high-density residential and vacant land. The zoning directly around the property consists primarily of Urban Residence 1 District (URD-1), Low-Density Residential (LDR), and High-Density Residential (HDR). 3) This area is within the growth boundary shown in the 2022 Comprehensive Plan and the future land use map in the Plan shows this property in the Neighborhood Residential area which consists of"medium-density residential development with limited commercial and institutional uses that are complementary to the surrounding residential land uses". City of Bangor Community&Economic Development Planning Board recommendation on Zone Change for property located at 509 Kenduskeag Avenue Planning Board comments focused on clarifications of previous use as an assisted living facility and confirming the property is in the growth boundary in the Comprehensive Plan. Additionally there was comment that it will be better for the development for the property to be one zoning district, and not split into two districts as it is now.
