HomeMy WebLinkAbout2025-03-13 Parks and Recreation Advisory Committee Minutes Parks, Recreation & Harbor Advisory Committee Council Chambers Bangor City Hall March 13, 2025 5:15pm Welcome & Introduction: Members Present: Michaela Pelkey, Jon Hyatt, Leah McBreairty, Pamela Kropp Anderson (via zoom) Staff Present: Tracy Willette - Parks & Recreation (Director) Debbie Gendreau - Parks & Recreation (Assistant Director) Robert Jarvis — Bangor Municipal Golf Course (PGA- Head Golf Professional) David Szewczyk— City Solicitor of Bangor Minutes Approved from Previous Meeting Maine Freedom of Access Act Plan — David Szewczyk (City Solicitor) • The Maine Freedom of Access Act ("FOAA") grants the people of this state a broad right of access to public records while protecting legitimate governmental interests and the privacy rights of individual citizens. • The act also ensures the accountability of the government to the citizens of the state by requiring public access to the meetings of public bodies. Transparency and open decision-making are fundamental principles of the Maine Freedom of Access Act, and they are essential to ensuring continued trust and confidence in our government. • Robert's Rules of Order apply to this Advisory Committee • Discussion of Quorum: 11 person Advisory Committee 6 Committee Members to make Quorum (5 currently to make Quorum due to open seats) Talbot Park — Tracy Willette (Director of Bangor Parks and Recreation) 3 acres to be used for the City YMCA Project Building 2021 Gerald Talbet (name sake) Talbet Family Request of additional City space be named Talbet Recognition of Contributions made to the City of Bangor Deadline April 30t" VRAP: maintain certain amount of groundcover/ greenspace cannot be built on Use of Greenspace to be revisited request of more information Bangor Muni Golf Course Update- Robert Jarvis (Golf Pro) Audubon Re-Certification 3 year renewal Requirements: • Water Quality • Wildlife Management • Scout Report for Pest & Disease • Pesticide Reference Table / Log What, Why, Rate of Chemical Use • Annual Report • Environmental Case Study Efforts with Pollinators Bee Project Monarch Butterflies Deadline: April 3rd 2025 Next Meeting: April 10, 2025 5:15pm Council Chambers
