MEETING MINUTES
City Councilors Present: Dean, Fish, Fournier, Hawes, Leonard, Mallar.
City Staff Present: Davis, Smith.
Chair Dean called the meeting to order at 6:21 P.M.
1. WATER QUALITY MANAGEMENT ANNUAL SUMMARY
Water Quality Management Director Amanda Smith presented to the Committee
and gave an overview of the Department's annual summary.
Councilor Leonard commented on the need to develop a strategy for future storm
response, particularly in regards to handling stormwater on frozen ground. Leonard
also commented on the need to keep training and protocols updated for staffing
turnovers, and asked how City Council can support this. Water Quality
Management Director Smith responded that implementation of the asset
management software has already helped with this, but did not feel that she could
comment on the need for additional staffing at this time. Leonard also asked
whether there is any concern regarding potential loss of federal funding — Smith
responded that at this time, this is not of concern.
Councilor Fish expressed support and gratitude for the work of the Department.
2. UPDATE: HAMPDEN & HERMON INTERLOCAL AGREEMENTS
Water Quality Management Director Amanda Smith presented the agenda item
and gave an update on both interlocal agreements.
Councilor Fournier asked whether the length of the agreement (30 years) is typical
— Water Quality Management Director Smith confirmed that it is, and clarified the
legal reasons for this recommendation.
Councilor Leonard asked about increased costs for extenuating circumstances,
such as a crisis event, and whether terms can be renegotiated in these cases —
Waste Quality Management Director Smith responded and clarified.
3. ACCEPT TREE DONATION FROM BANGOR BEAUTIFUL
City Engineer Jefferson Davis presented to the Committee and gave a summary
of Public Works Director Aaron Huotari's recommendation to accept the tree
donation.
Councilor Fournier moved acceptance of the tree donation from Bangor Beautiful,
seconded by Councilor Fish. Vote unless doubted, no doubt. Motion passed.
4. OVERNIGHT ON-STREET PARKING TRIAL
City Engineer Jefferson Davis presented an overview of Public Works Director
Aaron Huotari's written memo regarding an update on this trial.
Councilor Dean how well parking lots were utilized when cars were required to be
moved — City Engineer Davis responded that he would follow up with Public Works
Director Huotari regarding this.
Councilor Leonard moved acceptance of staff recommendation to amend
ordinance to allow for overnight on-street parking, seconded by Councilor Fish.
Vote unless doubted, no doubt. Motion passed.
5. MDOT WIN #27746.00 (VPI) VILLAGE PARTNERSHIP INITIATIVE
RESOLUTION
City Engineer Jefferson Davis presented the agenda item and gave an overview
of the resolution.
Councilor Fish asked about the anticipated timeline for each phase—City Engineer
Davis responded that this is not known yet, as it is dependent on funding. Fish also
asked if there is any update on funding — Davis responded that no federal funding
issues are foreseen at this time.
Councilor Hawes commented on the need for these infrastructure improvements.
Councilor Fournier asked whether this project would include separation of
stormwater and sewer systems — City Engineer Davis responded that it would.
Fournier also asked what percentage of the City's stormwater and sewer
infrastructure this would impact — Davis responded that this is not yet known.
Councilor Leonard moved acceptance of the resolution, seconded by Councilor
Fish. Vote unless doubted, no doubt. Motion passed.
