Proposal for Community-Based ESOL Program in Bangor

Overview
I am seeking a grant of $5,000 to launch a year-long English for speakers of other
Languages (ESOL) program in Bangor exploring the possibility of funding through the
Community Development Block Grant (CDBG) funds, which would be an excellent resource
to support this vital initiative.
This initiative aims to provide beginner and intermediate-level ESOL classes tailored
to the needs of our immigrant and refugee communities, many of whom face language
barriers that hinder their integration, employment opportunities, and access to essential
services.
Program Structure & Budget:
. Total sessions: 10 (4 in Fall, 4 in Spring, 2 in Summer)
• Class Duration: Each session includes 7 classes, 2 hours per class
• Levels OfFered: Beginner and Intermediate
• Total Instruction Hours: 14 hours per level per session; 28 hours per session
• Total Program hours: 28 hours/session X 5 sessions = 140 hours

teachers.

program and enroll participants.

Remarks on Public Restrooms and the Need for Safe
Injection Sites
Good evening, City Councilors. My name is Scott Pardy, and I am a resident of Bangor. I'm here
tonight to speak about safe injection sites once again. I understand that this Council has
previously indicated no intention of looking at this problem, so I want to approach it from a
different light.
The city spent a considerable amount of money on public restrooms, which were meant to serve
our community. However,these facilities have, in fact,been turned into unsafe injection sites.
What do I mean by that? My team and I visit these sites frequently. Sometimes,they are
somewhat clean, with only a few needle caps and no immediate sign of fires being started. Other
times, it's quite the opposite—they are alarmingly unsanitary and dangerous.
One thing that was promised by this Council was that these public restrooms would be well-
maintained and usable at all times. Unfortunately, that promise is impossible to keep under the
current circumstances. We have, in practice, inadvertently built and now maintain unsafe
injection sites right here in our city.
Instead of continuing to unintentionally support these dangerous spaces, let's build a proper safe
injection site. Such a facility would not only provide a hygienic environment for drug use but,
critically, would also expose individuals to vital recovery services. This is a stark contrast to
them being exposed to the nastiness and hazards of an outhouse simply to inject drugs.
I am doubtful that any of you on the Council have actually used one of these public restrooms for
their intended purpose. I certainly haven't, and I wouldn't recommend it. If you truly want these
public facilities to be used for their intended purpose—as clean, safe restrooms for all residents—
then establishing a safe injection site is a necessary step. Otherwise, by neglecting this issue,you
are effectively condoning people injecting drugs in conditions that are unsafe, unhealthy, and
undignified.
